10-days Earned Leave (Encashable) facility completely abolished...

The pension facility was abolished after the so called economic burden due to implementation of the recommendations of 5 CPC. Now after the 6 CPC effect we are feeling cheated and pickpocketed. We have to loose at least 10-15 lakhs each at the time of our retirement.There are about 10 lakhs of teachers in this country and our loss is in TRILLIONS...

उस पर तुर्रा ये है कि 6CPC के बारे में इस बात का प्रचार किया जा रहा है कि इसमे शिक्षकों को बहुत फायदा हुआ है। पाँचवे वेतन आयोग ने आर्थिक बोझ के नाम पर पेंशन बंद कर दी। अब 6CPC ने चुपके से देश भर के लाखों शिक्षकों के जेब से 10 से 15 लाख रुपये निकाल लिए।
हमें अक्सर ही ऐसे छात्र मिलते रहते हैं जो अपने साथियों के बैग से ही नहीं बल्कि अपने शिक्षकों और मैडम के पर्स से भी पैसे चुरा लेते है...
आखिर वो कही अधिकारी या राजनेता भी तो बनते होंगे....

The finance ministry has issued order for the release of 60% arrears to all employees. This information was given to us first by Ms Asha Seth. We thank such alert people around us. But the MCD has not done any effort for the payment of arrears of 40%. This is a painful situation. DELTA first congratulate all winner leaders of Progressive party and Democratic party both for their grand victory in MCTA elections. We will cooperate all of them to fight for the justified demands of the release of the arrears.

The Finance Ministry has today i.e 25th August, 2009 ordered for the release of 2nd- 60% arrears portion of pay commision, whereas the MCD has not initiated any action on previous 40% payment of arrears.

इतनी इंग्लिश तो मेरे कुत्ते भी समझ लेते हैं...

हमारी कुत्ते वाली मैडम भी चली गयीं। आपको याद ही होगा उन्होंने शिक्षकों के सेमिनार में क्या कहा था। इंग्लिश सभी भाषाओं की माँ है...जो इंग्लिश नहीं जानता वो कुत्तों से भी गया गुजरा है। आपको इंग्लिश आनी चाहिए... इसीलिए वो जब भी मिलती थी , पूरे तीन -चार बार गुड मोर्निंग,गुड मोअर्नीन्न्ग, गुड......मोर्निन्न्ग, आई से गुड मोर्निन्न्ग....जरूर बोलती थी ।

अब ये बात अलग है कि आप लोग तब भी उसकी गुड मोर्निंग का जवाब नहीं देते थे। बस मन ही मन कुढ़ते रहते थे। अन्दर अन्दर जितनी गालियाँ दे सकते थे, दे लेते थे।
अन्दर अन्दर इसलिए चूँकि खड़े होकर उसकी गुड मोर्निग का जवाब देने पर सस्पेंड कर देती थी .....सुश्री...
"अब तो गाली खाकर भी बेमजा होते नहीं,
जिस्म ठंडा हो चुका, खूँ में रवानी भी नहीं...."

मगर अब हम 'पोजिटिव' सोचने लगे हैं।उन्होंने हमको 'युवा' बने रहने और पोजिटिव सोचते रहने को कहा है।

ये अलग बात है कि हमारे साथ ऐसे लोग भी हैं जो सोचते हैं कि सर्व शिक्षा अभियान के पैसों को नाली में बहाया गया है.

उपलों में घी जितना भी डालो ...रहना उपले ही है, जिस दिन भी जलाना हो, आंखों में धुंआ भरेगा ही।

फिर भी, हम इंग्लिश सीख रहे हैं मैडम जी ... यू एंड योर डॉग्स कैन वाक इंग्लिश, टाक इंग्लिश बिकाज इंग्लिश इज वेरी 'फन्नी' लैंग्वेज....

हमारी कितनी चिंता रहती थी ...बिचारी को ...तभी तो कहा था कि दिल्ली के तुम शिक्षकों को इतनी इंग्लिश भी नहीं आती जितनी मेरे कुत्ते समझ लेते हैं...

अब हम थोड़ा थोड़ा समझ रहे हैं कि ये बड़े लोग कुत्तों को क्यों अपने बच्चों, अपने पति से भी ज्यादा प्यार करते हैं।

ये 'डोग्गी' कैन अंडरस्टैंड इंग्लिश, 'फन्नी' इंग्लिश, पीपुल लाईक यू कैन 'अंडर स्टैंड इंग्लिश'....

अफवाहों पर ध्यान न दें

कुछ समय पहले 3 जुलाई को एक सर्कुलर जारी हुआ था। उसमें टी जी टी को अपग्रेड करके 7450 का स्केल देने की बात थी। यह भारत सरकार के गजट के साथ जारी हुआ था। बस, पूरे शिक्षक समाज में चर्चा चल गयी कि 7450 का स्केल मिल गया और अब बेसिक को 7450 से गुणा करके फिर से फिक्सेसन किया जायेगा।मित्रों, 7450 को कभी भी 1.86 से गुणा नही किया जा सकता। 6CPC के Rule-7 में "Existing basic Pay" को 1.86 से गुणा करके और एंट्री स्केल देने के बाद उस स्टेज तक बंचिंग करने की बात कही गयी है जहाँ पुराने बेसिक और नए बेसिक का अनुपात 1.86बैठ जाता है। मित्रों, इस आदेश में नया कुछ भी नहीं था। एक टाइपिंग 'मिस्टेक' थी, बस। उसे सुधार कर गजट को फिर छापा गया था। पहले पेज 47 (XVII) पर गलती से टी जी टी ग्रेड-I के लिये PB-2 छप गया था जिसे सुधार कर PB-3 छापा गया था। बस इसी बात का सर्कुलर था। आप पुराने 'मठाधीशों' के प्रवचनों के चक्कर में फिर आ गए थे। ये महानुभाव कल तक हल्ला मचा रहे थे कि बेसिक को 2.28 से गुणा किया जायेगा और इसके आदेश 'ऊपर से' 15 दिन में आने वाले हैं, वो पूरे 6-7 महीने तक आसमान तकते रहे हैं, कुछ नही उतरा है।
दिल्ली में एनोमली कमिटी काम नहीं कर रही है। आप तैयार रहें, लगता है सितम्बर में कोर्ट में ही चलना पड़ेगा।

ना तुम खाली, ना हम खाली'....

आज केवल बच्चों की छुट्टी थी

आज सभी बच्चों की छुट्टी कर दी गयी थी।
कल जिन शिक्षकों को सेमिनार में बुलाया गया है, उनको तो अलग अलग जगहों पर पहुँच कर सेमिनार की शोभा बढानी है और जिनको नहीं बुलावा आया है उनको स्कूल की शोभा बढानी है। जितनी हड़बड़ी में, जल्दी जल्दी और रोज बदलने वाले आदेश निकल रहे हैं, उसको देखकर शोले फ़िल्म के उस जेलर की याद आती है जो अपने सिपाहियों से कहता था ....हें... मैं अग्रेजों के जमाने का जेलर हूँ ...हें... आधे इधर जाओ, आधे उधर जाओ, बाकी मेरे पीछे आओ...हें...

We had moved Writ Petition in Hon'ble High court but landed in CAT

A writ petition seeking stay on all seminars, training , special classes, summer workshops etc had been moved in the Hon'ble High court of Delhi on 18th May. The Hon'ble High Court Of Delhi forwarded the case to the Hon'ble CAT. The first hearing in the CAT was on 19 th June 2009. The CAT advised not to seek stay on the seminars as the last stages were running. But the Hon'ble Judges of Principal Bench listened this case no.OA/1665/2009 (Madan Mohan vs.Union of India) sympatheticaly and admitted the case to hear again on 29th July.The main points put before the Hon'ble CAT are -
(A) The remuneration against the duty performed in summer vacation in the form of EL or HPL has not been made clear by the DOPT after 11/11/2008.
(B) Transport Allowance for the summer vacation is not being paid to us as this is being considered as "leave period". But according to a clear cut order by the Govt of India the "vacation is not a period spend on leave and therefore teachers are entitled for transport allowance without any signature for a single day in their schools."
(C) If a teacher is not being paid Transport allowance in summer vacation then what about the part of CCA (City Compensatory Allowance ) which was "subsumed" as transport allowance.
(D) The Education deptt is a vacational deptt and we all are losing 20 Earned leave and 20 Half pay leave every year costing about Rs 20000 per year to enjoy the vacation, in comparison to other employees of a non-vacational department Then what is the justified motto to issue an order compelling and "directing" us to do seminar in summer vacation or winter break, autumn break.
(E) First it must be made clear to a labourer about the amount of payment and compensation before calling him on the work.
Friends, this case will effect the mis-management of education departments and lakhs of teachers are waiting for the final decisions throughout the country. If you think that we are doing 'something' for the betterment of educationists you all are requested to fill online membership form only and provide all kinds of support to DELTA ....

मतदान में भाग लेने के लिये लोगों को प्रेरित करें

दैनिक जागरण 14/04/2009 में प्रकाशित इस समाचार के संदेश में आप के लिए एक चुनौती है। हम केवल मूकदर्शक बनकर नहीं रह सकते। आज लोकतंत्र को अच्छे लीडर चाहिए और मतदान में अधिक प्रतिशतता चाहिए। अब तो मतदान नहीं करना बड़े होने की निशानी बनती जा रही है। आप सभी लोगों को मतदान का महत्व समझाएं, बस। लेकिन हमें निष्पक्ष ही रहना चाहिए। किसी भी पार्टी के पक्ष विपक्ष में ना बोलें, ना प्रचार करें। परन्तु लोगों से प्रार्थना जरूर करें ताकि शत प्रतिशत मतदान हो। आप कम से कम 10 लोगों को फ़ोन करें, उनसे मतदान के रोज घर से निकलने की प्रार्थना जरूर करें।

उप- प्रधानाचार्य के पद पर भी सीधी नियुक्ति हो

अगर टी जी टी, पी जी टी, प्रिंसिपल एवं शिक्षा विभाग के अधिकारियों की नियुक्ति के लिए कुछ पद प्रोमोशन से तथा कुछ पद सीधी नियुक्ति से भरे जाते हैं तो यही प्रक्रिया वाईस-प्रिंसिपल के लिए भी अपनानी चाहिए। परन्तु व्यवहार में ऐसा नहीं है। आज दिल्ली के स्कूलों में शिक्षकों की भारी कमी है। हर स्कूल में दो-दो वाइस-प्रिंसिपल बनाने के बदले अगर कुछ नए शिक्षक रख लिए जाते तो ज्यादा अच्छा होता। बारात के घोड़े लड़ाई में काम नहीं आते। हमें नए उर्जावान शिक्षकों तथा वाइस-प्रिंसिपल की क्षमता का उपयोग करना चाहिए। वाईस-प्रिंसिपल के सभी पदों को प्रोमोशन तथा सीधी भर्ती से भी भरा जाना चाहिए। इसके लिए संघ लोक सेवा आयोग या दिल्ली अधीनस्थ सेवा चयन बोर्ड को पाँच वर्षों के अनुभवी शिक्षकों की सीधी भर्ती के लिए भी निर्देश देना चाहिए। दिल्ली नगर निगम के स्कूलों में भी हेड मास्टर के पदों को सीधी भर्ती से भरना चाहिए। अनेक शिक्षक आज पब्लिक स्कूलों में नारकीय जीवन जी रहे हैं। क्या उनका हक़ नहीं बनता कि वे भी सिस्टम में आ सकें? आज दिल्ली के स्कूलों में क्लर्कों की भारी कमी है। प्रिंसिपल तथा वाईस-प्रिंसिपल दिन भर वेतन बिल बनाने तथा वाउचर चिपकाने में व्यस्त रहते हैं। बेचारे "चाहकर" भी क्लास नहीं ले पाते। जबकि प्रिंसिपल साहब को प्रति सप्ताह 12 पीरियड तथा छोटे साहब को 18 पीरियड लेने अनिवार्य होते हैं। मगर हम लोग ऐसे अनेक लोगों को जानते हैं जो पिछले अनेक वर्षों से अघोषित "चाक डाउन स्ट्राइक" पर हैं। कमाल है कि हाल में सूचना के अधिकार में जब हम लोगों ने नज़फगढ़(दिल्ली) के ऐसे कुछ लोगों के बारे में पूछा जो कभी क्लास में नहीं जाते थे तो बड़ी अकड़ के साथ उन्होंने जवाब दिया कि वे क्लास में नहीं जाते, प्रैक्टिकल नहीं कराते, टीचिंग डायरी नहीं लिखते।
"किसी भी शहर के कातिल बुरे नहीं होते,
दुलार करके उन्हें हुकूमत बिगाड़ देती है."..
ऐसे लोगों पर हमें शर्म आती है। ये लोग शिक्षक समाज के लिए कोढ़ हैं। ऐसे लोग शिक्षकों के पेशे को बदनाम करते हैं। जो स्वयं अपनी ड्यूटी नहीं कर सकते वो दूसरो पर धौंस मारते हैं। डूबते टाइटैनिक को ये कैप्टन क्या बचायेंगे? आज गरीब बच्चों के स्कूलों में शिक्षक चाहिए, उर्जा से भरे हुए जवान ईमानदार प्रिंसिपल चाहिए, ना कि पुराने मठाधीश, जो अब ख़ुद तो पढायेंगे नहीं, वाईस प्रिंसिपल की वर्दी पहन के तानाशाही करते घूमेंगे...
एक आम शिक्षक को नहीं चाहिए दो-दो हिटलर...

Vice-Principals should be directly recruited

The TGT, PGT, Principals and many officers are being recruited in Education deptt in Delhi and other Central Govt undertakings under promotion quota and direct recruitment also. The TGT are being recruited by promotion of teachers of MCD etc. The posts of TGT, PGT, Principals are open for direct recruits also then why not the same process should be started for Vice-Principals !
Why not some more energetic unemployed youth should be absorbed in the system? The Govt schools are lacking teaching staff. The decision to create posts of 2 Vice-Principals in schools may be a better idea to please some "Old Monks" but the young talent should not be denied. The UPSC or DSSSB should be directed to invite applications from young teachers also having 5 years' experience.
The Post of Headmaster in MCD is also being filled up by promotions only and the "unemployed youth " or teachers working under inhuman conditions of recognised public schools are being denied as the direct entry to these posts are not being advertised.
The system should be made democratic and socialist to welcome new talents in schools.
Most of the schools have no clerical staff and the Principals and Vice-Principals keep themselves habitually engaged in Pay bills and pasting vouchers, data collection for SSA etc and they feel 'uncomfortable' in taking teaching periods.In a recent answer under RTI aplication the Deptt accepts that it is necessary to take 12 teaching periods for a Principal and 18 for Vice-Principals every week. But what is the reality??? We know many Principals and Vice-Principals who are on "Chalk-Down Strike" since last ten years...
The appointment of one more Vice-Principal will no more increase teaching periods for the poor students but we will "Jhel" one more dictator in the uniform........

शिक्षकों का घर के पास ट्रांसफर होगा

कल आयोजित शिक्षक सम्मलेन में सरकार की मुखिया के तरफ़ से यह सुनकर अच्छा लगा कि शिक्षकों का उनके घर के पास ट्रांसफर किया जाएगा और इसके लिये दिशा -निर्देश भी जारी कर दिए गए हैं। हमने विगत 18 सितम्बर 2008 को इसी वेबसाइट पर इस तरह की मांग रखी थी जिसका शिक्षक समाज ने जबर्दस्त स्वागत किया था। आप दोस्तों ने भी उन सभी शिक्षक भाई बहनों को खोज निकालने में अहम् भूमिका निभायी है जो ट्रांसफर चाहते हैं। मगर अभी तक यह काम बहुत अधूरा सा ही है। इस मुद्दे पर हम सभी ढीले ढाले ढंग से काम कर रहें हैं। अब सरकार जब ख़ुद चाहती है तो चलो कुछ दिन आराम कर लें।

जिन स्कूलों में जमीन उपलब्ध है वहां मल्टी स्टोरी फ्लैट बनाये जा सकते हैं। इसके अलावा अन्य राज्यों के बच्चों के लिये दिल्ली के कुछ स्कूलों को आवासीय भी बनाना चाहिए।आख़िर दिल्ली सबकी है, पूरे देश की राजधानी है। सर्व शिक्षा अभियान के पैसों को सही दिशा में लगाया जाय और कुछ अच्छी बिल्डिंग बना ली जाय तो आने वाली पीढियों के लिये बड़ा काम हो जाएगा। नहीं तो इस पवित्र अभियान पर भी 'गिद्धों' की कुदृष्टि पड़ चुकी हैं जो अभी इस देश को छोड़ कर नहीं गए हैं बल्कि एयरकंडीशनर लगे आफिसों में बैठकर लोकतंत्र की बोटी-बोटी नोच रहे हैं....

The news from Govt is really sweet

The assurance given by the Chief Minister of Delhi Ms Sheila Dixit to transfer teachers to a school near their residence is really very sympathetic and we welcome the positive outlook of the dynamic "Young Lady".This statement will really bring hope to those teachers who are traveling 2-3 hours daily to reach their schools facing traffic jams. We had brought this problem in the knowledge of all concerned by publishing our demand on 18th September 2008 on this website which is available downwards with the title "Transfer to nearest school is the main problem of teachers".We are really pleased to hear this statement in a 'Shikshak Sammelan' organised on yesterday in Shah Auditorium by our friends of GSTA.

BUT the well wishes of Govt is always being denied and discouraged by red-tapism of officers and we are suspicious in the implementation of these orders too.

There is no scarciry of funds for Sarva Shiksha Abhiyan and the related deptt should be directed to make multistoried residential flats for teachers inside schools where enough land is available.These flats may be erected under self financing schemes too.Some schools have enough land and these may be converted in Residential Schools for students from other states also. Delhi attracts everyone and every Indian child have right to enjoy facility of Capital City.We should invite students from other neighbouring SAARC countries too for harmony.We must play an important role of "Big Brother" in this region.

But the first and foremost dream is to change our mind set to think well to do well.

That day is still waiting by us when the first foundation stone will be laid down.

We are thankful to AINVSA

Today on 16th February 2009, a representation of AINVSA (All India Navodaya Vidyalaya Staff Association) meet with the commissioner of NVS (Navodaya Vidyalaya Samiti) at New Delhi to discuss different problems of JNV. The main issue was the wrong fixation of teachers and other employees. The representation was headed by Mr. L B Reddy (General Secretary, AINVSA) and the President Mr. Jagdish Rai. The General Secretary of DELTA, Mr.Madan Mohan Tiwari also accompanied the representation as consultant of the AINVSA on this occasion.

We the members of DELTA are thankful to Mr L B Reddy and other respectable members of the Central Working Committee of AINVSA for providing us a chance to work together for the betterment of the educationists' community.

कार्मिक और पेंशन मंत्रालय ने एक दुखद आदेश संख्या 13013/2/2008-Estt(L) दिनांक 11-11-2008 द्वारा देश भर के विद्यालयों में कार्यरत शिक्षक एवं गैर शैक्षणिक समुदाय के लिए अर्जित अवकाश की सुविधा बंद करके हाफ पे लीव की सुविधा लागू कर दी है। इस आदेश से लाखों शिक्षक एवं अन्य कर्मचारी दुखी हैं। इस सुविधा को भूतपूर्व प्रधानमंत्री श्रीमती इंदिरा गांधी ने शुरू किया था। उनके इस सहानुभूति पूर्ण निर्णय की आज भी प्रशंसा होती है। अब शिक्षक समुदाय अपनी छोटी छोटी जरूरतों के समय भी झूठे मेडिकल सर्टिफिकेट देने को बाध्य होगा जो हम लोगों को नैतिक रूप से मजबूत नहीं रख सकेगा। रिटायर होने के बाद अर्जित अवकाश की राशि हमारा एक मजबूत सहारा होती है जो सामाजिक दायित्वों के निर्वाह के लिए अत्यन्त आवश्यक भी है। हम सदा ही सरकार को अपने संरक्षक के रूप में देखते हैं। सर्व शिक्षा अभियान में हमेशा ट्रेनिंग होते रहने के कारण हमारी छुट्टियों की संख्या काफी कम हो गयी हैं। हम अपने परिवार के लिए भी समय नहीं निकाल पाते। आप स्वयं एक शिक्षक रहे हैं और आपसे बेहतर हमारी जरूरतों को कौन समझ सकता है! उम्मीद है, आप हमें 30 अर्जित अवकाश एवं 20 हाफ पे लीव की सुविधा देने पर अवश्य विचार करेंगे।

The Deptt. of Personnel and Training has issued a circular vide order no 13013/2/2008-Eastt(L)dated 11-11-2008, curtailing the facility of Earned Leaves to all staff working in schools throughout the country.This facility was given by the late Prime Minister Mrs. Indira Gandhi and the teaching community always misses her sympathetic outlook towards educationists community.The Half Pay Leave facility is better but it should be along with Earned Leaves also.It is now associated with furnishing of medical certificates.It causes unnecessary embarassment as it seems sometimes necessary for us to put up a false medical certificate also to bear our social responsibilities. It is hard to keep our morale high in this condition.The encashment of Earned Leaves is a major support also for our older age responsibilities and certainly we see the Government as our patron.
We all are continuously working in different vacations,autumn breaks,winter breaks etc to achieve the target of Sarva Shiksha Abhiyan and getting no time for our own family members also. It is the reality that schools are not vacational deptt now. Therefore, we request you to grant 30 Earned Leaves and 20 Half Pay Leaves to all staff working in the schools.
Sir, you have worked well as a teacher also and you know the joy and sorrow of this profession very deeply. Now, we all seek your helping hands.

नव वर्ष की शुभकामनाएं

नव वर्ष हम सभी के लिये नई जिम्मेदारियां लेकर आया है। देखते ही देखते हम उस राह पर बहुत आगे निकल चुके हैं जो हम सभी ने चुना था। हमने संकल्प लिया था, अपनी सही नीतियों और विचारों को ईमानदारी से अपने लोगों के बीच रखने का। हमें पूरा यकीन था कि भारत धर्म और अधर्म की परिभाषा समझता है। संघर्ष करने वालों को भले ही कुछ परेशानियाँ सहनी पड़े मगर वो जज्बा अभी मरा नहीं है। आज हमारे साथ अनेकों दीये जल पड़े हैं। गौहाटी से लेकर गुजरात तक और पटियाला से लेकर पांडिचेरी तक अब हर जगह डेल्टा के लोग हैं। दोस्तों, हम सभी काम करते रहने में विश्वास रखते हैं। एक छोटे से दीये की तरह, चुपचाप पूरी ताकत के साथ सर उठा के जलते रहो, बस। एक छोटे से झरने की तरह बह निकलो, साफ़ स्वच्छ जल ह्रदय में लिए। पूरी ताकत के साथ चल पड़ों अज्ञात राहों पर। अखंड ताकत और विश्वास के साथ अनेक धाराएँ आ मिलेंगी। एक दिन एक महान डेल्टा बनाकर वही झरना समुद्र में जा मिलेगा। मगर पीछे छोड़ जायेगा वो ढेर सारी जमीं जिसमें सभ्यताएं पैदा होंगी। तभी पूरी होगी तेरी आराधना ... राह में छोटी चट्टानें रास्ता रोकें तो सर झुका के पानी की तरह किनारे से बह निकलो, मगर यात्रा तो पानी की न कभी रुकी है ना रुकेगी। केवल उन शिक्षाविदों को खोजें जिनके अन्दर भारतीय ऋषि महर्षियों की उद्दात्त परम्परा को जिंदा रखने की कुछ ललक,कुछ 'सनक' बची हुई है। पेट पालने के लिए शिक्षावृति अपनाने वालों से तो दूर ही रहना है। ऐसी शिक्षावृति करने वालों से तो भिक्षावृति करने वाले कहीं अधिक स्वाभिमानी होते हैं। ऐसे मरे हुए साँप गर्दन में टाई की तरह नहीं लटकाना है। फिलहाल तो नए वर्ष पर यही संदेश है। कुछ चुनौतियाँ मिली हैं जैसे ग़लत तरीके से वेतन निर्धारण तथा अर्जित अवकाश को रद्द करना। मगर दोस्तों, हमें पहले कौरव सभा में बैठे भीष्म पितामहों तथा दुर्योधनों के अन्न पर पलने वालों द्रोणाचार्यों, दोनों का ख्याल रखना पड़ता है। आप बस सेना गढे चलें , कोल भील रीछ वानर और 'शिखंडियों' तक की....
हम नया इतिहास बनायेंगे और इन दलित, वंचित, शोषित नामों को भी नया अर्थ देंगे....अब नहीं कटेगा अंगूठा किसी स्कूल में एकलव्य का .....
"समर शेष है नहीं पाप का भागी केवल व्याध,
जो तटस्थ हैं ,समय लिखेगा उनका भी अपराध..."

शिक्षकों के साथ सबसे बड़ा धोखा !!!!!!!!

केन्द्र सरकार के कार्मिक एवं पेंशन मंत्रालय ने 11 नवम्बर को आदेश जारी किया है कि अब शिक्षकों को केवल 20 हाफ-पे लीव ही दिया जाएगा।हमें 1981 से पहले केवल 20 हाफ पे लीव ही मिलते थे जिसे 1981 में शिक्षक संघों की मांग पर 10 अर्जित अवकाश में बदल दिया गया था। छठे वेतन आयोग ने हमें 10 अर्जित अवकाश के साथ 20 हाफ -पे लीव दिया है।परन्तु केंद्रीय सरकार के इस आदेश के अनुसार 18011/3/80-Estt.(L) dated 3/9/1981 तथा 18011/3/80-Estt(L) 28/7/1984 को निरस्त करके (जिनसे 10 अर्जित अवकाश दिए गए थे) पुनः केवल 20 हाफ पे लीव की व्यवस्था लागू की जा रही है।इससे रेलवे,सेना,केंद्रीय विद्यालय, नवोदय विद्यालय, सार्वजनिक उपक्रम के विद्यालय, दिल्ली के सभी सरकारी विद्यालय, दिल्ली नगर निगम, एन डी एम सी के स्कूल तथा संघ शासित राज्य जैसे अंडमान, पांडिचेरी के लाखों शिक्षकों को भयंकर नुकसान हुआ है।हर राज्य में भी देखा देखी यही व्यवस्था लागू हो जायेगी। हर शिक्षक को करीब 10-20 लाख का नुकसान हुआ है। हमें अन्तिम साँस तक इसके विरुद्ध संघर्ष करना है। आप सभी अपने-अपने शिक्षक संघों को तुंरत ख़बर करें और देश व्यापी संघर्ष की योजना बनाएं।
"हवाओं में जोर है, संभलना पड़ेगा,
चिरागों से कह दो कि जलना पड़ेगा...
ऐसे अधिकारियों और सरकार को हम अब और नहीं झेल सकते। अगर यह गलती हुई है तो इसे तुंरत सुधारा जाये। ऐसी लाल फीता शाही को शिक्षक समाज उखाड़ फेंकेगा... हमें पूरा विश्वास है.....

According to this circular the facility of Earned leave is waived off from now and ONLY Half-pay leave will be restored to teachers.It means every teacher will get only 20 half pay leaves and no encashable 10 day earned leaves will be granted from Now.This circular is issued in supersession of earlier orders of 1981 and 1984 by which 10 earned leaves were sanctioned on behalf of 20 half pay leaves vide order no. 18011/3/80/Estt (L)and 18011/3/80/Estt.(L). Now, the Government has left us on the same position before 1981 when only 20 half pay leaves were being given. Every teacher will be in loss of lakhs of ruppees in his/her service career and only older Earned leaves recorded in their service books will be encashed.Every Earned leave today costs about 1000-1500 per day and it changes in thousands after 30 years of service.Newly appointed teachers will get nothing.It means a LOSS of average 10-20 lakhs to every teacher !!!!!
Friends, we have nothing to loose more than it.
All teacher unions,their Presidents,Principals etc are requested to write protest letters to Honourable President, Prime
Minister,HRD Minister,Chairman UPA and Deptt. of Personnel and Training against this manipulation of recommendations of 6 cpc.

केवल धैर्य रखना होगा

नए वेतन निर्धारण में ये देखने को मिल रहा है कि कोई भी एकरूपता देश भर में बन नहीं पाई है। यह एक नयी अराजकता कही जा सकती है। गौहाटी से लेकर गुजरात तक और देहरादून से पांडिचेरी तक अजीब स्थिति बनी पड़ी है।यह किस तरह का पे-कमीशन था जिसने भारत का संविधान जैसी चीज तो लिख मारी परन्तु चार फिटमेंट टेबल और नहीं जोड़ सके जिनमें एंट्री स्केल के साथ बंचिंग करते हुए पे-स्केल भी होते। जनवरी 2006 के बाद नए नियुक्त शिक्षक अधिक वेतन पा रहे हैं जबकि सीनियर को कम मिल रहा है। सितम्बर में नए प्राथमिक शिक्षक को 13500, टी.जी.टी. को जिनकी नियुक्ति जनवरी 2006 से सितम्बर 2008 के बीच हुई है उनको 17140 और पी.जी.टी. को 18150 entry pay मिलना ही था।( कृपया देखें, Notification dated 29/08/2008,page 43,The first schedule,Part A,Section II) लेकिन 31 दिसम्बर 2005 तक नियुक्त सीनियर को (1.86 X बेसिक) ही मिलना था। अगर इसी तरह बिल बने हैं तो इसमें कुछ भी ग़लत नहीं हुआ है। अब अक्तूबर में एनोमली (विसंगति) बन चुकी है और आप ठीक उसी तरह के पे स्केल की मांग कर सकते हैं जैसा 'डाउनलोड' नामक पेज पर हमने दिखाया है। कुछ लोग अब भी समझ नहीं पा रहे है कि आपको एनोमली के कारण जूनियर के बराबर मिलना है ना कि आपका अधिकार है। अब एनोमली दूर करने के लिए वेतन आयोग ने पूरा एक वर्ष दिया है।आप संकल्प का पेज नंबर 5 या resolution का पेज नंबर 31 देखें। आपके पास इन्तजार करने के सिवा कोई रास्ता नहीं है। कुछ भाई पुराने 'मठाधीशों' के अधकचरे ज्ञान की वजह से ख़ुद परेशान हैं। ये 'भूतों' का मोह छोड़ नहीं पाते। कृपया, इन्तजार करना सीखें, आज डेल्टा की साईट पर जो पे-स्केल दिख रहा है उसे लागू करने के सिवाय कोई रास्ता ही नहीं है।विसंगति कम करने हेतु केंद्रीय विद्यालय संगठन ने प्राथमिक शिक्षकों के लिए हू-ब-हू वही वेतनमान लागू कर दिया है,जैसा डेल्टा की साईट पर अगस्त -सितम्बर से ही सुझाव दिया गया था। आप इस लिंक को क्लिक करें -

सीनियर को जूनियर के साथ,एनोमली दूर करते समय एक साथ रखना ही पड़ेगा और टी.जी.टी.के लिए 17140 तथा पी जी टी के लिए 18150 से शुरू करके बंचिंग करते हुए यही पे- स्केल लागू करना पड़ेगा। प्रिंसिपल तथा अधिकारियों के लिए भी इसी तरह बंचिंग करनी होगी। बंचिंग करते समय पी जी टी को टी जी टी से समान बेसिक पर कम नहीं दिया जा सकता इसीलिए 6700 और 6725 पर 13710 दिया गया है। कमाल की बात है कि कोई भी उच्च अधिकारी सही पे-स्केल न बता कर पे-कमीशन की रिपोर्ट को ही इन्टरनेट से कॉपी-पेस्ट करके निचले अधिकारी को भेज देता है। ये लो, सिक्स्थ पे-कन्फ्यूजन का संविधान और जैसे मन करे बिल बना लो। पूछो तो कहते हैं---हम क्या करें,कम तो हमें भी मिल रहा है। इस अजीब दौर में भी एक दिन सभी नवोदय,केंद्रीय,रेलवे तथा अनेक पब्लिक स्कूलों में भी यही पे- स्केल लागू होंगे।मगर हमें जगा रहना पड़ेगा और संगठन को आर्थिक रूप से तैयार रखना होगा ताकि किसी भी समय कोर्ट में चुनौती दी जा सके। आप अपने सभी दोस्तों को ऑनलाइन मेम्बरशिप फॉर्म भरने के लिए प्रेरित करते रहें। उच्च अधिकारियों ने फिलहाल प्रिंसिपल को ग़लत बिल भेजने का दोषी बना रखा है। अपनी तरफ़ से दो-चार लाइन का आदेश निकल दिया है कि सभी को नए वेतनमान तथा एरियर दे दिया जाय। बस, अपनी बला दूसरे के सर। यही तो ABCD technique है। प्रिंसिपल जब चाहें,अब अपनी सुविधा के अनुसार चाहे तो बंचिंग के साथ अभी से लागू करें या बाद में। लेकिन अभी बंचिंग कर देने पर दुबारा फिक्सेसन नहीं करना पडेगा। कुल मिलाकर तीन बार एरियर देना पड़ेगा। पहली बार 40 % ,दूसरी बार 60% एवं तीसरी बार एनोमली का एरियर। आप अपने आस पास जनवरी 2006 की नियुक्ति का मामला खोजें और हमें सूचित करें। जिन राज्यों में जनवरी 2006-2008 के बीच कोई नियुक्ति नहीं हुई है वहां विसंगति आज तो नहीं होगी और एरियर भी नहीं मिलेगा परन्तु जिस दिन कोई नयी नियुक्ति हो जायेगी उसी दिन राज्य भर में विसंगति बन जायेगी।विसंगति दूर करने कराने में परेशानी किसी से छिपी नहीं है।
कुल मिलाकर ये सरकार आलोचना ही झेलेगी। श्रेय मिलना तो गया भांड में।

Dont get confused and keep patience

Some friends are again in doubt and writing us that the pay scales are not being implemented as shown on the site. Please make sure that new entrants will get higher pay than their seniors in SEP 08 and the increased pay structure was not a right of seniors in the same month. The seniors had to get their pay usually by multiplying the basic by 1.86 only. For this, you may use the 'pay scales of teachers and officials if the ENTRY SCALES are not taken in consideration' or the pay calculator avilable in the 'files' section of the Yahoogroups in the page named as 'links' also.In Oct 08 the seniors may claim for the removal of 'anomaly' and now the same pay structure shown with 'Bunching" on the site will be implemented. The 6 cpc has fixed one complete year for removal of anomalies and you have no way than to wait.(Please see the 'Notification,dated 29th August2008,Page No 31) There are many 'old monks' to make you confused on the pay scales. Our responsibility is only to keep you alert about your legal rights.Please dont be in doubt that the pay structures shown on the page 'download' will not be implemented in your deptt. Please wait, there is no way than to accept the same pay structure shown on DELTA.

कुछ अच्छे अधिकारी भी मौजूद हैं

एक अच्छा आदेश आया है जिसमें मनमानी करने वाले लोगों को समझाया गया है कि प्राईमरी स्कूल टीचर को किस तरह वेतन देना है।इस आदेश में स्पष्ट लिखा है कि इनको 9300+4200 देना है। ज्ञातव्य हो कि कुछ जगहों पर इनको 5200+2800, 9300+2800 आदि दिया गया था। ऐसे अधिकारी अवश्य प्रशंसा के पात्र हैं जो शिक्षकों की समस्याओं पर ध्यान देते हैं और हमें प्रशासनिक सुरक्षा का अहसास कराते हैं। हम ऐसे अधिकारियों को सैल्यूट करते हैं।

A nice decision has come in favour of us regarding fixaton of PRT. This circular clearly indicates that PRT will be fixed at 9300+4200 plus allowances. Some HOS with dictator mindset tried to harass PRT after fixing them on 5200+1800,9300+1800 etc.It indicates that some 'GOOD OFFICERS' are also in the system who care for our welfare and wellness. THANK YOU SIR, we salute you for your emotions and compliments reserved towards Educationists.

बधाई हो दोस्तों...

दोस्तों, आज हमने डेल्टा की पहली वर्षगाँठ मनाई, माँ कात्यायनी के चरणों में, छतरपुर मन्दिर, नयी दिल्ली में।

पिछले वर्ष इसी षष्ठी तिथि को ही हमारी एक माननीय सदस्या डॉ. रश्मि कुमारी  ने माता वैष्णो देवी के दरबार में जाकर माता रानी से डेल्टा की स्थापना की अनुमति मांगी थी, संकल्प लिया था।
पिछले वर्ष हम कुछ लोगों ने एक सपना देखा था, एक महान मंच बनाने का। काम कठिन था, दिल्ली में पचास वर्षों बाद एक नए संगठन का काम करना, कुछ पागलपन सा लगता था।

फिर भी हम चल पड़े कुछ इस विश्वास के साथ कि आन्दोलन भीड़ में पैदा नहीं होते। इतिहास साक्षी है कि किसी छोटे से कमरे के, अंधेरे से कोने में, एक नन्हा सा दीपक जला कर बैठे, दो चार लोगों ने ही बार -बार महान आंदोलनों को संसार भर में जन्म दिया है,

"अंधेरों को कोसने से अच्छा है, आओ एक दिया जलाएं"

नतीजा अब आपके सामने है। केवल 250 दिनों में ही डेल्टा लगभग सभी सरकारी सेकंडरी एवं सीनियर सेकंडरी स्कूलों, करीब 40% नगर निगम स्कूलों तथा अनेक पब्लिक स्कूलों में अपनी पैठ बना चुका है। दोस्तों,ये केवल आपकी दिन-रात की मिहनत और गुरुदेव श्री भगत सिंह दहिया के आशीर्वाद, उनके 30-40 वर्षों के ट्रेड यूनियन के अनुभव के कारण सम्भव हुआ है।

दोस्तों, पिछले एक वर्ष में क्लास रूम में कैमरा लगाकर टीचर को आतंकित करने के सरकारी प्रयास के विरुद्ध सभी को एकजुट किया गया। रेड कैटेगरी बना कर अधिकारी अपनी नाकामी का ठीकरा हम लोगों के सर फोड़ना चाहते थे। उन भाइयों को बचाने के लिए जो योजना बनी,उसके चलते सी.बी .एस.ई.की 50 वर्ष पुरानी साख मिट्टी में मिल गयी।

छठे वेतन आयोग ने वेतन कम और भ्रम ज्यादा दिया है।डेल्टा ने अपनी वेबसाइट पर जिस तरह का डाटा दिया है, उसने इसे गूगल सर्च में नंबर वन बना दिया है। ये हमारी साख का असर है कि अनेक सरकारी विभागों के वेतन बिल,टीचर्स के बिल बनाने में डेल्टा की वेबसाइट की सहायता ली गयी है, ऐसा न केवल दिल्ली में बल्कि देश भर में, पांडिचेरी और अंडमान निकोबार तक में  हुआ है।
दोस्तों, आप अपनी कंप्यूटर और इन्टरनेट की योग्यता बढाएं। आने वाला समय आपका है। केवल आपका...

Dear Friends,

Today we celebrated the annual function of DELTA in very simple and dignified manner in the temple of Maa Katyayani at Chhatarpur,New Delhi.

DELTA was established last year on the Shashthi Tithi of Shardiya Navratra when one of the founder members Dr. Rashmi Kumari, offered pooja at Maata Vaishno Devi to bless and grant permission to a small group of those educationists who wanted to do something new in the field of education.

Friends, we started to organise educationists with the blessings of those senior leaders of Delhi who had a great experience of trade union of about 40 years and the results are before you.


We salute our commander RESPECTED BHAGAT SINGH DAHIYA on this very auspicious day and request almighty to provide a long life to that great personality.

The presence of DELTA is now reported in about 87 % schools of Directorate of Education, 30-40 % in MCD, 5-10 % in NDMC and in some aided,non aided public schools within about 250 days only.

This is the fastest growth ever recorded in the field of organisations.

Some reputed public school teachers and their Principals are taking interest in the ideology of DELTA also.Many teachers cleared their doubts about the recommendations of VI th pay 'commission' (better to say VI th pay confusion) from all over India, even from Andman Nicobar islands also.

Many journalists are in touch with us and encouraging our positive outlook. we take guidance from different NGO like one "Parivartan" headed by Honourable Arvind Kejrival (winner of prestigious Raman Magsasay Award) from time to time in the field of RTI and we thank all of them.

Friends, we raised issues of installation of CCTV in classrooms, Red category (A-category) teachers, evaluation process of CBSE, un-democratic behavior of officers, GPF entries of teachers, clearance of doubts in the new pay structures etc in the last one year.

Many teachers were trained by us in filing of applications under RTI Act 2005 and the results gained are 100 % positive.

Friends, We salute your dedication which revived a strong educationist community to struggle for their schools, their poor students and finally the education of INDIA.

Friends, the workload is increasing day by day. You all are requested to learn computers and internet.

Transfer to nearest school is the main problem of teachers

The problem of housing in this capital city is well known to every person.If a teacher is appointed far away from his normal residence then he will travel more and naturally his devotion to the job will decline. the Govt must think positively to make multistorey residential flats for teachers in every school. It will be really a popular and favourable step to please the teaching community.Most of the teachers are from other states and they will welcome the move.There should not be any tension of housing and travel for a teacher.Many teachers are willing to get transferred to the nearest school of their residence but the bureaucracy is dominant on all welfare means chalked out by the present Govt. How it will be praised if a teacher comes to a school situated at the southern border of Delhi near Gurgaon from Burari, a village at far north ! He applied for at least 6 times but the system is still cruel to his request.The lady Principal of Sangam Vihar gets success in detaining all those lady teachers who applied for their transfer, in spite of real problems which are being faced by them. There are many problems of teachers like some quoted above and they are looking towards their administrators but the first and the most important problem is the "transfer" at suitable school near their residence.
May the present policy makers ease the process of transfers....

यह शिक्षक दिवस समारोहों की पूर्णाहुति है

रोहतक (हरियाणा) में गेस्ट टीचर्स पर कल पुलिस की गोली चली, शिक्षक मारे गए। आन्दोलन कर रहे थे कि उनको कुछ आर्थिक सम्मान मिल जाए, इस महंगाई के दौर में कुछ खुल कर साँस ले सकें। कुछ सपने लेकर आए थे आंखों में कि शायद धरने -प्रदर्शन से कुछ मिल जाएगा। पहले ही आंसू आंखों में भरे थे तभी तो फरियाद करने आए थे। फिर आंसू गैस के गोले किस लिए जरूरी थे ! पहले ही हमें क्या कुछ कम दर्द था कि अब बन्दूक की गोली का भी दर्द देते हो ! पहले शिक्षक गुरु था,फिर मास्टर हुआ,फिर टीचर, 'टूटर', शिक्षा मित्र,पारा-टीचर,गेस्ट टीचर,कांट्रेक्ट टीचर और अब न जाने क्या -क्या होगा ! पहले शिक्षक एक जगह बैठ कर ज्ञान देते थे, शिष्य हाथ जोड़े खड़े रहते थे। अब शिक्षक खड़े रहकर 'ज्ञान' दे रहा होता है, 'स्टुडेंट' बैठे होते हैं । पहले हमें हाथ जोड़ा जाता था, अब हम हाथ जोड़ कर पढा रहे हैं, नहीं तो किसी थाने में पिटाई का केस बना देंगे। अनेक स्कूलों में क्लास रूम में कुर्सियां नही रखी जातीं कि कहीं टीचर बैठ कर कुछ आराम न करने लगे। फिर भी धन्य है ये देश, जहाँ किसी भावुक शिष्य ने लिख मारा था -"गुरु ब्रह्मा ,गुरु विष्णु, गुरुर्देवो महेश्वर"...... यूँ भी गुरु ब्रह्मा किसी चेयर पर तो बैठते नहीं....
रोहतक की घटना ने शिक्षक दिवस समारोहों की पूर्णाहुति कर दी....अब अपनी-अपनी क्लासों में चलिए....

Policies on children Education Assistance,DA and Pensions

All govt employees will get children education assistance upto 1000 per month per child and it will be limited for two children only. The Hostel subsidy will be Rs 3000 per month per child. If the husband and the wife both are working then only one can avail this facility.

The Govt has notified circulars regarding children education assistance, DA and pensions.

The major formula for the pensioners to know the new pension is to multiply pre 2006 pension with the fitment formula of 2.26

All Govt employees will get reimbursement of Rs 12000 annually for two children studying from class 1st to 12th and it will be reimbursed per quarter of the year.There is no doubt of tuition fee or education allowance and it is clearly merged with the new heading " children education assistance scheme".

माननीय हाईकोर्ट ने स्टे दे दिया

आज दिल्ली नगर निगम के हजारों शिक्षक भाइयों के लिए बहुत बड़ी खुशखबरी दोपहर में मिली है। जैसा कि आप जानते हैं कि दिल्ली नगर निगम द्वारा एक बहुत ही अपमानजनक आदेश निकाला गया था कि सुबह की पाली में जिसमें बच्चियां पड़ती हैं, उनसे पुरूष अध्यापकों को हटाया जायेगा। ऐसा पिछले दिनों कुछ अखबारों में गन्दी ख़बरों के छपने के बाद हुआ था। हम मानते हैं कि हमारे पेशे में कुछ नकाबपोश अपराधी जरूर आ गए होंगे परंतु इसके लिए पूरे शिक्षक समाज को अपमानित ना करें,प्लीज। अखिल दिल्ली प्राथमिक शिक्षक संघ इस मुद्दे को हाईकोर्ट में ले गया था और आज उन्होंने पूरे समाज की इज्जत रख ली। इसके लिए गुरुदेव भगत सिंह दहिया जी एवं श्री रामचन्द्र डबास जी की पूरी टीम को साधुवाद मिलना चाहिए। पारसनाथ भाई, आपने बहुत बड़ा काम किया है। आपको ढेर सारी शुभकामनाएं।

An appeal for the flood affected people of Bihar

We all are happy that we will get new pay scales. We deserve for it. But we are getting this news at that time on T V when lakhs of people are looking helpless and hungry on the same screen. They are our real LORDS who pay taxes to pay our heavy salary packages. Is it not a time for us to help humanity and to serve the sons of the GOD!! Now DELTA requests you to please stand in favour of humanity and send relief funds, articles, utencils, matchboxes, food , cloths, tents, polythenes, boats etc. and request others too to do the same. If the Govt allow and co-operate us, we must go there physically to help them along with army.
