माननीय केंद्रीय सूचना आयुक्त का सन्देश


प्रिय दोस्तों,
हम लोगों को सपने में भी यह उम्मीद नहीं थी कि डेल्टा नाम का यह छोटा सा शिक्षक संगठन इतने कम समय में देश के सर्वोच्च पदों पर बैठे लोगों द्वारा सम्मानित होने लगेगा। हम लोगों को 19 फरवरी 2010 को एक महत्वपूर्ण मीटिंग में बुलाया गया जहाँ माननीय शैलेश गाँधी (केंद्रीय सूचना आयुक्त) ने देश के उन बड़े-बड़े संगठनों को बुलाया था जो सूचना के अधिकार 2005 के क्षेत्र में काफी पहले से कार्यरत हैं और जिनकी एक राष्ट्रीय छवि है। हमें उनके बीच बैठकर सुखद आश्चर्य हुआ।
आज डेल्टा को जिस तरह शिक्षा के क्षेत्र में काम करने वाली संस्था के रूप में राष्ट्रीय स्तर पर पहचान मिल रही है, इसका श्रेय केवल और केवल आप सभी की सामूहिक मेहनत को जाता है।

आप सभी को पुनः ढेर सारी बधाईयाँ।

दोस्तों, आज हमें जो पहचान मिल रही है वह भविष्य में हमसे बहुत मेहनत करवाएगी। हमें सूचना के अधिकार के सेक्शन -4 जो हर लोक सूचना अधिकारी को आदेशित करता है कि वह स्वयं ही सभी सूचनाओं को सार्वजनिक करे, के लिये बहुत काम करना होगा।
आप जिस वेबसाइट को चाहें, उसकी कमियां खोज सकते हैं। आप केंद्रीय सरकार के किसी भी विभाग की वेबसाइट को खोलिए और उन सभी बिन्दुओं को लिख लीजिये जो आपके हिसाब से, उसपर अवश्य होनी चाहिए थीं। आप अगर शिक्षा के क्षेत्र में ही काम करना चाहते हैं तो हर शिक्षा विभाग की वेबसाइट को पूरी तरह पढ़िए। आपको अगर लगता है कि इसमें कुछ जानकारियाँ अभी और होनी चाहिए थीं तो बस कलम उठाइए और लिख दीजिये, हमें या सीधे केंद्रीय सूचना आयोग को। ध्यान रहे कि केन्द्रीय सूचना आयोग केवल केंद्र सरकार के अंतर्गत आने वाले विभागों की वेबसाइट को ही आदेश दे सकता है।

दोस्तों, आज परीक्षा की घड़ी है कि हम लोग डेल्टा को राष्ट्रीय पहचान दिला सकते हैं तो इसे बनाये भी रख सकते हैं या नहीं।

Hon'ble CIC appeals for better implementation of RTI with help of social groups


Dear Friend,
As you are probably aware, I had organised a meeting on February 19, 2010 to interact with various civil society groups on the issues relating to compliance of Section 4, RTI Act by Public Authorities.
Over 65 persons representing more than 35 organisations attended the meeting. Everyone’s participation is deeply appreciated and I found the discussion which ensued during the meeting to be insightful and very helpful.

As promised, I am enclosing a copy of the minutes of the meeting and a list of persons who attended the meeting along with their contact details (enclosed). A googlegroup has been created with the name Section4monitoring (http://groups.google.co.in/group/section4monitoring) and all persons who gave their e-mail addresses during the meeting will be invited to this group in a few days. The googlegroup is public and persons who could not attend the meeting are welcome to join it.


I am of the opinion that there is a need to prioritise the information which needs to be disclosed under Section 4 based on matters which are important to citizens and the disclosure has to be made in a citizen friendly format. I am hoping that civil society groups and individuals can assist the Commission in this endeavour by suggesting what kind of information should be disclosed by public authorities on a priority basis and preferably also suggest the format in which the information would be most useful for citizens. During the meeting I have stressed on the fact that the Commission needs the help of civil society groups to monitor the compliance of its orders with regard to disclosure of information in accordance with Section 4 of the RTI Act and to ensure that the information. Furthermore, if there are persons interested in volunteering to monitor websites of different Public Authorities in the context of mandatory disclosures which should be made under Section 4 of the RTI Act, such persons can get in touch with the Commission at rtimonitoring@gmail.com. For noncompliance of the Commission’s Section 4 orders do file a Complaint stating what information has not been disclosed by the Public Authority.

After reviewing the suggestions and observations that were made during the meeting, the Commission has decided to look into the following areas in the coming week and I hope to address the remaining issues soon after:

  1. Disclosure of information by the MCD relating to its budget, fund allocation etc.
  2. Disclosure of information by Labour Department, Govt. of Delhi.
  3. Disclosure of information by the Slum & JJ Department relating to authorised and unauthorised colonies-names, location, plot allocation records.
  4. Disclosure of information relating to Public Private Partnerships that the NDMC has entered into.
  5. Disclosure of information relating to hospitals run by MCD and Govt. of Delhi.
  6. Disclosure of lists of persons residing in Delhi in 1991 and 1998.
  7. Disclosure of information relating to the Yamuna Action Plan

I hope to hold these meetings on a regular basis and I look forward to working together with civil society groups and individuals.

We should concentrate for online teaching on Science and Maths


The President Obama is sincerely talking about the need of focus on Maths and Science education in their schools in USA. He wants not to be No. 2 in comparison to the growing rate of India and China.
Students of these two countries are better in Science and Maths than their students in USA!!!!
Most of the scientists and doctors working in USA are from India and surprised to say that their major percentage is from villages and Govt schools of India!!!
There is global scarcity of good teachers of these two subjects. Good teachers will be highly paid in coming days and the internet will explode tonnes of money for them.
Superpower America and President Obama is appreciating the teachers of Maths and Science of India and their 'Multicoloured' methods of teaching and ready to welcome us on their KPO(call centres).

We all Govt school teachers of India face exploitation of 'non-sense' Principals who get appointed overhead due to promotions under different reserve categories based on subjects, gender and on caste too.

Minimum 12 periods for Principals and 18 for Vice-Principals per week are NECESSARY to allocate in a school time table according to the PFC (Post Fixation Cell) which states that the post of HEAD is created against the vacancy of one TEACHER.

But what is the reality!!

These HEADS are SHAMELESS and they never like to touch chalk and duster as it creates allergy in their hands and they automatically go on CHALK-DOWN STRIKE  after getting promotion from teacher to Principal.They get about 50 thousand as salary in POOR INDIA and make thousands of money monthly from false bills and corruption.

This situation in Govt schools is very painful as these Principals TORTURE 'Honest and Genius' teachers because they never bow their heads before CORRUPT and CHARACTERLESS.

Friends, we all have to make our way GLOBALLY.
There are handful of Science and Maths teachers in Govt Schools who are like 'cream' separated by tough competitive exams of recruitment boards. These talented teachers are best in the field of Education but the present policy makers in Indian Education Deptts and schools are humiliating them .
These teachers of Science and Maths should be paid one next higher grade pay than their counterparts.

They are getting same pay like SUPW, drawing. computer, physical education teachers etc and this is total injustice with their talent and the labour done in getting the requisite qualification.
Hardly one or two call centres or KPO (Knowledge Processing Office) can accommodate all these approx 30,000 teachers of Science and Maths in Govt schools of India EASILY.

Science have enormous capacity. A single innovation can change the whole scene on globe. A single innovation of steam engine developed by James Watt made British strong enough for 'industrial revolution' and their steam rolled artillery turned them victorious against soldiers with swords in all battles which ultimately placed them as rulers for about two centuries on the whole globe.
Friends!! use this new weapon....the INTERNET.......

The teachers of science and maths are not getting proper respect in India. They are little paid and facing humiliation by their so called 'administrators'. Remember the previous seminars. Needless to say that a joker like Director (JOKEMAAR) was threatening us to terminate from the job and teach us a lesson. Perhaps he forgot that we are made for it.

Now the time has come. Learn computers, be net savvy and prepared for online teaching to guide students of Germany, Australia, Europe, Africa, Far-East, USA and even Gulf.

We are trying to send details of many companies to all teachers in our network, which are providing online tuitions to Indian and foreign students.
Maths and Science are comparatively more tough and need a logical approach of the brain to understand. Therefore, it is not easy for a child to follow these subjects. This is true for an person of higher age too. Anybody can teach and understand a lesson from the book of History, Social Studies, Languages etc but the same is not possible to read and understand a single page from a book of Maths or Science.

All of you are requested to teach lesson to our administrators too in this way.You have not to resign. Just keep the seat busy. Get training by these companies , Login by any username and password from your home or nearby KPO (knowledge processing office) and get the respect, dignity, money and satisfaction.

This organisation have no interest in your extra income neither it is anyway associated with those companies present worldwide on internet.
