सरकारी स्कूल टीचर्स एसोसिएशन के महासचिव मदन मोहन तिवारी का कहना है कि दिल्ली महिलाओं के लिए सुरक्षित नहीं है। यह जनगणना शिक्षक वर्ग से न कराकर रैन बसेरे लगाने वाले एनजीओ से करानी चाहिए। उनका कहना है कि दिन में अपराधियों पर लगाम लगाने में नाकाम रहने वाली पुलिस रात में तो अक्सर नदारद रहती है। ऐसे में रात में बेघरों की गणना करना शिक्षिकाओं के लिए चिंता का सबब है।

रात में बेघरों को गिनेंगी शिक्षिकाएं

नई दिल्ली, जागरण संवाददाता : महिलाओं के लिए क्राइम कैपिटल साबित हो रही दिल्ली में जनगणना विभाग ने महिला शिक्षकों को बेघरों की गणना करने का काम दिया है। इसे लेकर शिक्षिकाओं में डर का माहौल है। वह इस मामले में अपना नाम तो गुप्त रखना चाहती हैं, लेकिन बोलती खुलकर हैं। शिक्षिकाओं का कहना है कि पहले भी जनगणना के दौरान लोगों के प्रति उनके अनुभव खट्टे रहे हैं। एक शिक्षिका बताती हैं कि पिछली बार जनगणना के दौरान उन्हें वह रात अब भी याद है जब वह अपने पति के साथ जनगणना में व्यस्त थीं। रात में करीब आठ बज गया था, ऐसे में सैनिक फार्म स्थित एक घर में डॉक्टर का ब्यौरा उन्हें दर्ज करना था। सोचा कि सभ्य नागरिक होने के कारण ज्यादा परेशानी नहीं होगी। लेकिन घर में घुसते ही डॉक्टर ने उनका बैग और सामान एक ओर रखवा लिया। साथ ही हमें घर के पालतू कुत्तों से डराने लगा। उसका दोस्त क्षेत्रीय एसडीएम था। इसलिए कई बार थाने के चक्कर भी लगाने पडे़। एक अन्य शिक्षिका कहती हैं कि रैन बसेरे व सुनसान जगहों पर ठिकाना बनाने वाले बेघर लोग अक्सर नशे में धुत रहते हैं और वह ग्रुप में होते हैं। अगर अकेली शिक्षिका के साथ रात में कोई अनहोनी हो गई तो उसका जिम्मेदार कौन होगा? शिक्षिकाएं कहती हैं कि बेघर परिवारों की गणना पूरी करनी है, साथ ही बेघर परिवारों के मुखिया का नाम भी दर्ज करना है। जबकि बेघरों का परिवार बहुत कम ही मिलता है। अधिकांश बेघर अकेले होने के कारण सुरक्षा की दृष्टि से समूह बनाकर रहते हैं, जो सुरक्षा की दृष्टि से अपने साथ पत्थर व डंडे लेकर सोते हैं। ऐसे में उनके पास जाना खतरा मोल लेने जैसा है। उल्लेखनीय है कि दिल्ली के शिक्षा निदेशालय ने सभी सरकारी स्कूलों को एक पुस्तिका भेजी है। जिसमें निर्देश दिए हैं कि दूसरे चरण की जनगणना के दौरान शिक्षकों को बेघर लोगों की गणना करनी है। बेघर लोगों की गणना का समय 28 फरवरी को रात आठ बजे से 12 बजे रहेगा। इससे पहले सभी शिक्षक नौ फरवरी से 28 फरवरी के बीच संस्थागत मकानों में रहने वाले परिवारों के सभी व्यक्तियों की गणना पूरी कर लें।

आम जनता के लिये सरकारी स्कूल की नर्सरी ही एकमात्र सस्ते विकल्प

सरकारी स्कूलों में भी दाखिले का विकल्प

नई दिल्ली, जागरण संवाददाता : पहली फरवरी को राजधानी के निजी स्कूलों में नर्सरी दाखिले के लिए बच्चों की सूची जारी होगी। इसमें नाम आने पर बच्चों के अभिभावक काफी खुश होंगे। वहीं ऐसे अभिभावकों की भी कमी नहीं होगी जिन्हें निराशा हाथ लगेगी। ऐसे अभिभावकों के पास सरकार स्कूल का विकल्प है। सरकारी स्कूलों में 17 हजार सीटों पर नर्सरी कक्षा में दाखिले के लिए 28 मार्च से आवेदन पत्र मिल रहा है। नर्सरी दाखिले को लेकर निजी स्कूलों में मारामारी हो रही है। फॉर्म जमा करने के बाद भी रोज नए-नए झमेले सामने आ रहे हैं। वहीं सरकारी स्कूलों में भी दाखिले के लिए फार्म मार्च में जमा होंगे। ऐसे में अभिभावकों के पास सरकारी स्कूलों में दाखिले का विकल्प है। सरकारी स्कूलों में नर्सरी और प्री-प्राइमरी के लिए फॉर्म 28 मार्च से मिलने लगेंगे। 11 अप्रैल तक फॉर्म जमा लिए जाएंगे। 15 अप्रैल को ड्रा होगा, जबकि पहली सूची 18 अप्रैल को लगाई जाएगी। इसके साथ ही 19 अप्रैल से 23 अप्रैल के बीच दाखिले के लिए सभी दस्तावेज जमा करने होंगे। ज्ञात हो कि दिल्ली सरकार के 216 सरकारी स्कूलों में नर्सरी में 17 हजार से अधिक बच्चों के लिए दाखिला होगा। पिछले साल से कुछ सरकारी स्कूलों में नर्सरी कक्षा की व्यवस्था शुरू की गई है, लेकिन जानकारी के अभाव में अभिभावक उन तक नहीं पहुंच सके थे। सर्वोदय विद्यालय में नर्सरी की पढ़ाई होगी, जिसमें करीब 80 सीटें होंगी। इसमें 40 हिंदी माध्यम और 40 अंग्रेजी माध्यम के लिए दाखिले होंगे। नगर निगम स्कूल में कक्षा एक से पांचवीं तक पढ़ाई होती है। फिर यहीं से छठी कक्षा में बच्चों को सरकारी स्कूलों में दाखिला दिया जाता था। लेकिन कक्षा एक से पहले प्री प्राइमरी की पढ़ाई न निगम के स्कूलों में होती थी और न ही दिल्ली सरकार के स्कूलों में होती थी। सरकारी शिक्षकों का एसोसिएशन डेल्टा के महासचिव मदन मोहन तिवारी का कहना है कि लोगों में नर्सरी से ही बच्चों को पढ़ाने के क्रेज को देखते हुए सरकार ने बीते साल कुछ सेकेंडरी स्कूलों में नर्सरी कक्षा की पढ़ाई शुरू की थी, जिसमें काफी सफलता मिली।

Principals will undergo Training for RTI

प्रिंसिपल सीखेंगे आरटीआइ का सबक

नई दिल्ली, जागरण संवाददाता : राजधानी के एक हजार सरकारी स्कूलों के प्रिंसिपलों की क्लास लगेगी और उन्हें सूचना के अधिकार के तहत सवालों का जवाब देने का पाठ पढ़ाया जाएगा। दरअसल हाल ही में केंद्रीय सूचना आयोग ने शिक्षा निदेशालय को आदेश दिया था सभी सरकारी स्कूलों में ही आरटीआइ लगाने व उसका जवाब देने के लिए प्रिंसिपलों को ही सूचना अधिकारी नियुक्त किया जाए। इससे लोगों को स्कूल की जानकारी स्कूल से ही मिल जाए। उन्हें स्कूलों की हर छोटी-बड़ी जानकारी के लिए उपशिक्षा निदेशक के कार्यालय में न जाना पड़े। निदेशालय ने सूचना आयोग के आदेश पर अमल करते हुए स्कूल को आरटीआइ का जवाब देने के लिए अधिकृत कर दिया। लेकिन इसके लिए प्रिंसिपलों को आरटीआइ की बारीकियों से रूबरू कराना जरूरी था। आरटीआइ का जवाब देने के लिए प्रिंसिपलों का प्रशिक्षण अगले माह यानी फरवरी में शुरू किया जाएगा और कुछ प्रिंसिपलों का एक-एक ग्रुप बनाकर 10 वर्गो में प्रशिक्षण पूरा किया जाएगा। सरकारी स्कूलों के शिक्षकों की एसोसिएशन डेल्टा के महासचिव मदन मोहन तिवारी की आरटीआइ पर सुनवाई करते हुए सूचना आयुक्त शैलेश गांधी ने यह फैसला सुनाया था। फैसले में यह भी कहा गया था कि सभी स्कूलों में एक बड़ा डिसप्ले बोर्ड भी लगाया जाए और उस पर सभी योजना और छात्र हित के जुड़ी बातों को सार्वजनिक किया जाए। ताकि सभी इसे पढ़ें और ये सुविधाएं न मिलने पर इसकी शिकायत करें। बोर्ड पर शिक्षा निदेशालय, उप शिक्षा निदेशक के फोन नंबर के अलावा जोन का नाम सहित स्कूल के सूचना अधिकारी का नाम और फोन नंबर लिखा होना चाहिए। ऐसा न करने पर सूचना आयोग जाफराबाद और मंगोलपुरी के सरकारी स्कूलों पर जुर्माना भी लगा चुका है। डेल्टा के महासचिव मदन मोहन तिवारी ने सूचना आयोग के फैसले पर खुशी जाहिर की है। उनका कहना है कि स्कूल में बच्चों की मदद के लिए आने वाली करोड़ों रुपये की योजनाएं दबी रह जाती हैं बच्चों और उनके अभिभावकों को पता ही नहीं चल पाता। लिहाजा डिस्प्ले बोर्ड का निर्णय सूचना आयोग का अच्छा निर्णय है।

The Hon'ble Education Minister Arvinder Singh Lovely had stated (published in Dainik Jagran dated 21/01/2011, Page number 5) that the Govt could initiate the process for cancellation of recognition and decide to takeover all those public schools which were denying admission to students from Economic Weaker Section (EWS).

We are welcoming the motto of the Govt in support of general public. This Association of Govt schoolteachers named as DELTA is in full support of the Govt and statement of the Hon’ble Education Minister too.

We are ready to work harder and co-operate Govt during any strike by these schools too.

These public schools are behaving like private schools and Govt should---

1. Withdraw their recognition,

2. Takeover these schools to run by itself,

3. Initiate process of penal action too.

There are many Public schools which are denying proper salary to its teachers according to recommendations of VI th Pay Commission and exploiting them too. Many public schools have not paid arrears of VI th pay Commission to its employees too. Management of these public schools is habitually violating norms and regulations, guidelines of recognitions.

The aim of Right to Education (RTE) Bill 2009 could not be achieved by such non-cooperative behaviour of management of most of the public schools, which is a stern necessity of Delhi with its day by day increasing population.

Our Suggestions to Govt are-----

1. Govt should start undertaking these schools.
2. Govt Should form VKS (Vidyalaya Kalyan Samiti) in these schools too.
3. Govt should nominate its own 50% representatives in every Public school management.
4. The representatives should be from the reputed educationists, NGO, RTI activists, Freedom Fighters, ex-army men, schoolteachers and officials of Govt schools.
5. All public schools should be kept under strict vigil from the nearby Govt schools.
6. The concept of neighborhood schooling should be implemented strictly.

WE all should try to reduce suicidal tendency in students

Many Newspapers are trying to publish tips for better performance in final examinations of class 10 th and 12 th CBSE boards. These media houses are sending requests to us for co-operation. It is just a social service and you all are requested to send tips for preparations and stress management. The Govt has done enough for reducing stress in students due to CBSE Board Examinations. Many Newspapers, Psychologists and Sociologists are also doing their jobs in this field. Now it is time for you to work in this direction.

Every life is precious and we should also do something in reducing the suicidal tendency in the young generation. It is really very-very disappointing that small children are committing suicides due to marks in examinations.

You all are requested to send tips on e-mails of DELTA with your photographs to be published in leading newspapers.
This is non-monetary service and you will not be paid any honorarium or any payment...etc.
Please come forward and reduce the Suicidal tendency of students.

We have to stop suicides ANYWAY.

All schools will remain closed upto 13 th January 2011, due to extreme cold and unfavourable conditions of weather in Delhi.

We all teachers are directed to compensate the loss of studies.
