शिक्षकों के साथ सबसे बड़ा धोखा !!!!!!!!

केन्द्र सरकार के कार्मिक एवं पेंशन मंत्रालय ने 11 नवम्बर को आदेश जारी किया है कि अब शिक्षकों को केवल 20 हाफ-पे लीव ही दिया जाएगा।हमें 1981 से पहले केवल 20 हाफ पे लीव ही मिलते थे जिसे 1981 में शिक्षक संघों की मांग पर 10 अर्जित अवकाश में बदल दिया गया था। छठे वेतन आयोग ने हमें 10 अर्जित अवकाश के साथ 20 हाफ -पे लीव दिया है।परन्तु केंद्रीय सरकार के इस आदेश के अनुसार 18011/3/80-Estt.(L) dated 3/9/1981 तथा 18011/3/80-Estt(L) 28/7/1984 को निरस्त करके (जिनसे 10 अर्जित अवकाश दिए गए थे) पुनः केवल 20 हाफ पे लीव की व्यवस्था लागू की जा रही है।इससे रेलवे,सेना,केंद्रीय विद्यालय, नवोदय विद्यालय, सार्वजनिक उपक्रम के विद्यालय, दिल्ली के सभी सरकारी विद्यालय, दिल्ली नगर निगम, एन डी एम सी के स्कूल तथा संघ शासित राज्य जैसे अंडमान, पांडिचेरी के लाखों शिक्षकों को भयंकर नुकसान हुआ है।हर राज्य में भी देखा देखी यही व्यवस्था लागू हो जायेगी। हर शिक्षक को करीब 10-20 लाख का नुकसान हुआ है। हमें अन्तिम साँस तक इसके विरुद्ध संघर्ष करना है। आप सभी अपने-अपने शिक्षक संघों को तुंरत ख़बर करें और देश व्यापी संघर्ष की योजना बनाएं।

चिरागों से कह दो कि जलना पड़ेगा...
ऐसे अधिकारियों और सरकार को हम अब और नहीं झेल सकते। अगर यह गलती हुई है तो इसे तुंरत सुधारा जाये। ऐसी लाल फीता शाही को शिक्षक समाज उखाड़ फेंकेगा... हमें पूरा विश्वास है.....

According to this circular the facility of Earned leave is waived off from now and ONLY Half-pay leave will be restored to teachers.It means every teacher will get only 20 half pay leaves and no encashable 10 day earned leaves will be granted from Now.This circular is issued in supersession of earlier orders of 1981 and 1984 by which 10 earned leaves were sanctioned on behalf of 20 half pay leaves vide order no. 18011/3/80/Estt (L)and 18011/3/80/Estt.(L). Now, the Government has left us on the same position before 1981 when only 20 half pay leaves were being given. Every teacher will be in loss of lakhs of ruppees in his/her service career and only older Earned leaves recorded in their service books will be encashed.Every Earned leave today costs about 1000-1500 per day and it changes in thousands after 30 years of service.Newly appointed teachers will get nothing.It means a LOSS of average 10-20 lakhs to every teacher !!!!!

All teacher unions,their Presidents,Principals etc are requested to write protest letters to Honourable President, Prime
Minister,HRD Minister,Chairman UPA and Deptt. of Personnel and Training against this manipulation of recommendations of 6 cpc.

केवल धैर्य रखना होगा

नए वेतन निर्धारण में ये देखने को मिल रहा है कि कोई भी एकरूपता देश भर में बन नहीं पाई है। यह एक नयी अराजकता कही जा सकती है। गौहाटी से लेकर गुजरात तक और देहरादून से पांडिचेरी तक अजीब स्थिति बनी पड़ी है।यह किस तरह का पे-कमीशन था जिसने भारत का संविधान जैसी चीज तो लिख मारी परन्तु चार फिटमेंट टेबल और नहीं जोड़ सके जिनमें एंट्री स्केल के साथ बंचिंग करते हुए पे-स्केल भी होते। जनवरी 2006 के बाद नए नियुक्त शिक्षक अधिक वेतन पा रहे हैं जबकि सीनियर को कम मिल रहा है। सितम्बर में नए प्राथमिक शिक्षक को 13500, टी.जी.टी. को जिनकी नियुक्ति जनवरी 2006 से सितम्बर 2008 के बीच हुई है उनको 17140 और पी.जी.टी. को 18150 entry pay मिलना ही था।( कृपया देखें, Notification dated 29/08/2008,page 43,The first schedule,Part A,Section II) लेकिन 31 दिसम्बर 2005 तक नियुक्त सीनियर को (1.86 X बेसिक) ही मिलना था। अगर इसी तरह बिल बने हैं तो इसमें कुछ भी ग़लत नहीं हुआ है। अब अक्तूबर में एनोमली (विसंगति) बन चुकी है और आप ठीक उसी तरह के पे स्केल की मांग कर सकते हैं जैसा 'डाउनलोड' नामक पेज पर हमने दिखाया है। कुछ लोग अब भी समझ नहीं पा रहे है कि आपको एनोमली के कारण जूनियर के बराबर मिलना है ना कि आपका अधिकार है। अब एनोमली दूर करने के लिए वेतन आयोग ने पूरा एक वर्ष दिया है।आप संकल्प का पेज नंबर 5 या resolution का पेज नंबर 31 देखें। आपके पास इन्तजार करने के सिवा कोई रास्ता नहीं है। कुछ भाई पुराने 'मठाधीशों' के अधकचरे ज्ञान की वजह से ख़ुद परेशान हैं। ये 'भूतों' का मोह छोड़ नहीं पाते। कृपया, इन्तजार करना सीखें, आज डेल्टा की साईट पर जो पे-स्केल दिख रहा है उसे लागू करने के सिवाय कोई रास्ता ही नहीं है।विसंगति कम करने हेतु केंद्रीय विद्यालय संगठन ने प्राथमिक शिक्षकों के लिए हू-ब-हू वही वेतनमान लागू कर दिया है,जैसा डेल्टा की साईट पर अगस्त -सितम्बर से ही सुझाव दिया गया था। आप इस लिंक को क्लिक करें -

सीनियर को जूनियर के साथ,एनोमली दूर करते समय एक साथ रखना ही पड़ेगा और टी.जी.टी.के लिए 17140 तथा पी जी टी के लिए 18150 से शुरू करके बंचिंग करते हुए यही पे- स्केल लागू करना पड़ेगा। प्रिंसिपल तथा अधिकारियों के लिए भी इसी तरह बंचिंग करनी होगी। बंचिंग करते समय पी जी टी को टी जी टी से समान बेसिक पर कम नहीं दिया जा सकता इसीलिए 6700 और 6725 पर 13710 दिया गया है। कमाल की बात है कि कोई भी उच्च अधिकारी सही पे-स्केल न बता कर पे-कमीशन की रिपोर्ट को ही इन्टरनेट से कॉपी-पेस्ट करके निचले अधिकारी को भेज देता है। ये लो, सिक्स्थ पे-कन्फ्यूजन का संविधान और जैसे मन करे बिल बना लो। पूछो तो कहते हैं---हम क्या करें,कम तो हमें भी मिल रहा है। इस अजीब दौर में भी एक दिन सभी नवोदय,केंद्रीय,रेलवे तथा अनेक पब्लिक स्कूलों में भी यही पे- स्केल लागू होंगे।मगर हमें जगा रहना पड़ेगा और संगठन को आर्थिक रूप से तैयार रखना होगा ताकि किसी भी समय कोर्ट में चुनौती दी जा सके। आप अपने सभी दोस्तों को ऑनलाइन मेम्बरशिप फॉर्म भरने के लिए प्रेरित करते रहें। उच्च अधिकारियों ने फिलहाल प्रिंसिपल को ग़लत बिल भेजने का दोषी बना रखा है। अपनी तरफ़ से दो-चार लाइन का आदेश निकल दिया है कि सभी को नए वेतनमान तथा एरियर दे दिया जाय। बस, अपनी बला दूसरे के सर। यही तो ABCD technique है। प्रिंसिपल जब चाहें,अब अपनी सुविधा के अनुसार चाहे तो बंचिंग के साथ अभी से लागू करें या बाद में। लेकिन अभी बंचिंग कर देने पर दुबारा फिक्सेसन नहीं करना पडेगा। कुल मिलाकर तीन बार एरियर देना पड़ेगा। पहली बार 40 % ,दूसरी बार 60% एवं तीसरी बार एनोमली का एरियर। आप अपने आस पास जनवरी 2006 की नियुक्ति का मामला खोजें और हमें सूचित करें। जिन राज्यों में जनवरी 2006-2008 के बीच कोई नियुक्ति नहीं हुई है वहां विसंगति आज तो नहीं होगी और एरियर भी नहीं मिलेगा परन्तु जिस दिन कोई नयी नियुक्ति हो जायेगी उसी दिन राज्य भर में विसंगति बन जायेगी।विसंगति दूर करने कराने में परेशानी किसी से छिपी नहीं है।
कुल मिलाकर ये सरकार आलोचना ही झेलेगी। श्रेय मिलना तो गया भांड में।

Dont get confused and keep patience

Some friends are again in doubt and writing us that the pay scales are not being implemented as shown on the site. Please make sure that new entrants will get higher pay than their seniors in SEP 08 and the increased pay structure was not a right of seniors in the same month. The seniors had to get their pay usually by multiplying the basic by 1.86 only. For this, you may use the 'pay scales of teachers and officials if the ENTRY SCALES are not taken in consideration' or the pay calculator avilable in the 'files' section of the Yahoogroups in the page named as 'links' also.In Oct 08 the seniors may claim for the removal of 'anomaly' and now the same pay structure shown with 'Bunching" on the site will be implemented. The 6 cpc has fixed one complete year for removal of anomalies and you have no way than to wait.(Please see the 'Notification,dated 29th August2008,Page No 31) There are many 'old monks' to make you confused on the pay scales. Our responsibility is only to keep you alert about your legal rights.Please dont be in doubt that the pay structures shown on the page 'download' will not be implemented in your deptt. Please wait, there is no way than to accept the same pay structure shown on DELTA.

कुछ अच्छे अधिकारी भी मौजूद हैं

एक अच्छा आदेश आया है जिसमें मनमानी करने वाले लोगों को समझाया गया है कि प्राईमरी स्कूल टीचर को किस तरह वेतन देना है।इस आदेश में स्पष्ट लिखा है कि इनको 9300+4200 देना है। ज्ञातव्य हो कि कुछ जगहों पर इनको 5200+2800, 9300+2800 आदि दिया गया था। ऐसे अधिकारी अवश्य प्रशंसा के पात्र हैं जो शिक्षकों की समस्याओं पर ध्यान देते हैं और हमें प्रशासनिक सुरक्षा का अहसास कराते हैं। हम ऐसे अधिकारियों को सैल्यूट करते हैं।

A nice decision has come in favour of us regarding fixaton of PRT. This circular clearly indicates that PRT will be fixed at 9300+4200 plus allowances. Some HOS with dictator mindset tried to harass PRT after fixing them on 5200+1800,9300+1800 etc.It indicates that some 'GOOD OFFICERS' are also in the system who care for our welfare and wellness. बधाई हो दोस्तों...

दोस्तों, आज हमने डेल्टा की पहली वर्षगाँठ मनाई, माँ कात्यायनी के चरणों में, छतरपुर मन्दिर, नयी दिल्ली में।

पिछले वर्ष इसी षष्ठी तिथि को ही हमारी एक माननीय सदस्या डॉ. रश्मि कुमारी  ने माता वैष्णो देवी के दरबार में जाकर माता रानी से डेल्टा की स्थापना की अनुमति मांगी थी, संकल्प लिया था।
पिछले वर्ष हम कुछ लोगों ने एक सपना देखा था, एक महान मंच बनाने का। काम कठिन था, दिल्ली में पचास वर्षों बाद एक नए संगठन का काम करना, कुछ पागलपन सा लगता था।

फिर भी हम चल पड़े कुछ इस विश्वास के साथ कि आन्दोलन भीड़ में पैदा नहीं होते। इतिहास साक्षी है कि किसी छोटे से कमरे के, अंधेरे से कोने में, एक नन्हा सा दीपक जला कर बैठे, दो चार लोगों ने ही बार -बार महान आंदोलनों को संसार भर में जन्म दिया है,

"अंधेरों को कोसने से अच्छा है, आओ एक दिया जलाएं"

नतीजा अब आपके सामने है। केवल 250 दिनों में ही डेल्टा लगभग सभी सरकारी सेकंडरी एवं सीनियर सेकंडरी स्कूलों, करीब 40% नगर निगम स्कूलों तथा अनेक पब्लिक स्कूलों में अपनी पैठ बना चुका है। दोस्तों,ये केवल आपकी दिन-रात की मिहनत और गुरुदेव श्री भगत सिंह दहिया के आशीर्वाद, उनके 30-40 वर्षों के ट्रेड यूनियन के अनुभव के कारण सम्भव हुआ है।

दोस्तों, पिछले एक वर्ष में क्लास रूम में कैमरा लगाकर टीचर को आतंकित करने के सरकारी प्रयास के विरुद्ध सभी को एकजुट किया गया। रेड कैटेगरी बना कर अधिकारी अपनी नाकामी का ठीकरा हम लोगों के सर फोड़ना चाहते थे। उन भाइयों को बचाने के लिए जो योजना बनी,उसके चलते सी.बी .एस.ई.की 50 वर्ष पुरानी साख मिट्टी में मिल गयी।

छठे वेतन आयोग ने वेतन कम और भ्रम ज्यादा दिया है।डेल्टा ने अपनी वेबसाइट पर जिस तरह का डाटा दिया है, उसने इसे गूगल सर्च में नंबर वन बना दिया है। ये हमारी साख का असर है कि अनेक सरकारी विभागों के वेतन बिल,टीचर्स के बिल बनाने में डेल्टा की वेबसाइट की सहायता ली गयी है, ऐसा न केवल दिल्ली में बल्कि देश भर में, पांडिचेरी और अंडमान निकोबार तक में  हुआ है।
दोस्तों, आप अपनी कंप्यूटर और इन्टरनेट की योग्यता बढाएं। आने वाला समय आपका है। केवल आपका...

Today we celebrated the annual function of DELTA in very simple and dignified manner in the temple of Maa Katyayani at Chhatarpur,New Delhi.

DELTA was established last year on the Shashthi Tithi of Shardiya Navratra when one of the founder members Dr. Rashmi Kumari, offered pooja at Maata Vaishno Devi to bless and grant permission to a small group of those educationists who wanted to do something new in the field of education.

Friends, we started to organise educationists with the blessings of those senior leaders of Delhi who had a great experience of trade union of about 40 years and the results are before you.


We salute our commander RESPECTED BHAGAT SINGH DAHIYA on this very auspicious day and request almighty to provide a long life to that great personality.

The presence of DELTA is now reported in about 87 % schools of Directorate of Education, 30-40 % in MCD, 5-10 % in NDMC and in some aided,non aided public schools within about 250 days only.

This is the fastest growth ever recorded in the field of organisations.

Some reputed public school teachers and their Principals are taking interest in the ideology of DELTA also.Many teachers cleared their doubts about the recommendations of VI th pay 'commission' (better to say VI th pay confusion) from all over India, even from Andman Nicobar islands also.

Many journalists are in touch with us and encouraging our positive outlook. we take guidance from different NGO like one "Parivartan" headed by Honourable Arvind Kejrival (winner of prestigious Raman Magsasay Award) from time to time in the field of RTI and we thank all of them.

Friends, we raised issues of installation of CCTV in classrooms, Red category (A-category) teachers, evaluation process of CBSE, un-democratic behavior of officers, GPF entries of teachers, clearance of doubts in the new pay structures etc in the last one year.

Many teachers were trained by us in filing of applications under RTI Act 2005 and the results gained are 100 % positive.

Friends, We salute your dedication which revived a strong educationist community to struggle for their schools, their poor students and finally the education of INDIA.

Friends, the workload is increasing day by day. You all are requested to learn computers and internet.

Transfer to nearest school is the main problem of teachers

The problem of housing in this capital city is well known to every person.If a teacher is appointed far away from his normal residence then he will travel more and naturally his devotion to the job will decline. the Govt must think positively to make multistorey residential flats for teachers in every school. It will be really a popular and favourable step to please the teaching community.Most of the teachers are from other states and they will welcome the move.There should not be any tension of housing and travel for a teacher.Many teachers are willing to get transferred to the nearest school of their residence but the bureaucracy is dominant on all welfare means chalked out by the present Govt. How it will be praised if a teacher comes to a school situated at the southern border of Delhi near Gurgaon from Burari, a village at far north ! He applied for at least 6 times but the system is still cruel to his request.The lady Principal of Sangam Vihar gets success in detaining all those lady teachers who applied for their transfer, in spite of real problems which are being faced by them. There are many problems of teachers like some quoted above and they are looking towards their administrators but the first and the most important problem is the "transfer" at suitable school near their residence.
May the present policy makers ease the process of transfers....

Friends, DELTA requests you all to collect information about those teachers who had applied for the transfers but their requests were bluntely refused.

यह शिक्षक दिवस समारोहों की पूर्णाहुति है

रोहतक (हरियाणा) में गेस्ट टीचर्स पर कल पुलिस की गोली चली, शिक्षक मारे गए। आन्दोलन कर रहे थे कि उनको कुछ आर्थिक सम्मान मिल जाए, इस महंगाई के दौर में कुछ खुल कर साँस ले सकें। कुछ सपने लेकर आए थे आंखों में कि शायद धरने -प्रदर्शन से कुछ मिल जाएगा। पहले ही आंसू आंखों में भरे थे तभी तो फरियाद करने आए थे। फिर आंसू गैस के गोले किस लिए जरूरी थे ! पहले ही हमें क्या कुछ कम दर्द था कि अब बन्दूक की गोली का भी दर्द देते हो ! पहले शिक्षक गुरु था,फिर मास्टर हुआ,फिर टीचर, 'टूटर', शिक्षा मित्र,पारा-टीचर,गेस्ट टीचर,कांट्रेक्ट टीचर और अब न जाने क्या -क्या होगा ! पहले शिक्षक एक जगह बैठ कर ज्ञान देते थे, शिष्य हाथ जोड़े खड़े रहते थे। अब शिक्षक खड़े रहकर 'ज्ञान' दे रहा होता है, 'स्टुडेंट' बैठे होते हैं । पहले हमें हाथ जोड़ा जाता था, अब हम हाथ जोड़ कर पढा रहे हैं, नहीं तो किसी थाने में पिटाई का केस बना देंगे। अनेक स्कूलों में क्लास रूम में कुर्सियां नही रखी जातीं कि कहीं टीचर बैठ कर कुछ आराम न करने लगे। फिर भी धन्य है ये देश, जहाँ किसी भावुक शिष्य ने लिख मारा था -"गुरु ब्रह्मा ,गुरु विष्णु, गुरुर्देवो महेश्वर"...... यूँ भी गुरु ब्रह्मा किसी चेयर पर तो बैठते नहीं....
रोहतक की घटना ने शिक्षक दिवस समारोहों की पूर्णाहुति कर दी....अब अपनी-अपनी क्लासों में चलिए....

Policies on children Education Assistance,DA and Pensions

All govt employees will get children education assistance upto 1000 per month per child and it will be limited for two children only. The Hostel subsidy will be Rs 3000 per month per child. If the husband and the wife both are working then only one can avail this facility.

The Govt has notified circulars regarding children education assistance, DA and pensions.

The major formula for the pensioners to know the new pension is to multiply pre 2006 pension with the fitment formula of 2.26

All Govt employees will get reimbursement of Rs 12000 annually for two children studying from class 1st to 12th and it will be reimbursed per quarter of the year.There is no doubt of tuition fee or education allowance and it is clearly merged with the new heading " children education assistance scheme".

आज दिल्ली नगर निगम के हजारों शिक्षक भाइयों के लिए बहुत बड़ी खुशखबरी दोपहर में मिली है। जैसा कि आप जानते हैं कि दिल्ली नगर निगम द्वारा एक बहुत ही अपमानजनक आदेश निकाला गया था कि सुबह की पाली में जिसमें बच्चियां पड़ती हैं, उनसे पुरूष अध्यापकों को हटाया जायेगा। ऐसा पिछले दिनों कुछ अखबारों में गन्दी ख़बरों के छपने के बाद हुआ था। हम मानते हैं कि हमारे पेशे में कुछ नकाबपोश अपराधी जरूर आ गए होंगे परंतु इसके लिए पूरे शिक्षक समाज को अपमानित ना करें,प्लीज। अखिल दिल्ली प्राथमिक शिक्षक संघ इस मुद्दे को हाईकोर्ट में ले गया था और आज उन्होंने पूरे समाज की इज्जत रख ली। इसके लिए गुरुदेव भगत सिंह दहिया जी एवं श्री रामचन्द्र डबास जी की पूरी टीम को साधुवाद मिलना चाहिए। पारसनाथ भाई, आपने बहुत बड़ा काम किया है। आपको ढेर सारी शुभकामनाएं।
भाइयों, क्या आपको पता है कि आपके सम्मान की लड़ाई लड़ने में कितनी आर्थिक परेशानियां आती हैं। हजारों रुपये खर्च हुए हैं और ये दो-चार लोगों ने दिया है। क्या आपका फ़र्ज़ नहीं बनता कि इस युद्ध में साथ दें। आपको आर्थिक सहायता करनी चाहिए। आज इस जीत के दूरगामी परिणाम होंगे। इस फैसले से दिल्ली सरकार शिक्षा विभाग के सेकंडरी स्कूलों के शिक्षकों को भी फायदा होगा। फिलहाल, गुरुदेव भगत सिंह दहिया जी, रामचंद्र डबास जी, पारसनाथ मिश्रा जी को धन्यवाद जरूर दें और एक बार आर्थिक सहायता के लिए जरूर पूछें। यही आपका धर्म है......

An appeal for the flood affected people of Bihar

We all are happy that we will get new pay scales. We deserve for it. But we are getting this news at that time on T V when lakhs of people are looking helpless and hungry on the same screen. They are our real LORDS who pay taxes to pay our heavy salary packages. Is it not a time for us to help humanity and to serve the sons of the GOD!! Now DELTA requests you to please stand in favour of humanity and send relief funds, articles, utencils, matchboxes, food , cloths, tents, polythenes, boats etc. and request others too to do the same. If the Govt allow and co-operate us, we must go there physically to help them along with army.

एक मार्मिक अपील जो शायद आप को छू सके

हम आज खुश हैं कि हमें एक अच्छा वेतनमान मिल जाएगा। मिलना भी चाहिए,गुरु को समाज में इज्ज़त मिलनी चाहिए। लेकिन दोस्तों, शिक्षक का पेशा एक ऋषि, एक संत का पेशा है।हमारे पूर्वज जंगलों में रहकर,लंगोटी पहन कर, झोपडी में रहकर ,जंगली लोगों और जानवरों के बीच भी ज्ञान की खोज करते रहे, बांटते रहे। हम भी उसी ऋषि परम्परा का पालन करें। "हमें सादा जीवन, उच्च विचार" को समाज में स्थापित करना चाहिए।
आज बिहार में जिस तरह की तबाही बाढ़ के कारण आयी है,वो मानवता के लिए परीक्षा की घड़ी है। कैसा अजीब संयोग है कि हमें बढे वेतन की ख़बर उस दिन टी वी पर मिल रही है जब बेबस, भूखे और लाचार हजारों चेहरे रोते नज़र आते हैं। आख़िर हमें वेतन उन्ही गरीबों से लिए गए टैक्स से मिलता है।

नए वेतनमान के आदेश जारी हो चुके हैं

आपने करीब 15 दिनों तक वित्त विभाग के आदेश का इंतज़ार किया था। हम भी लगातार कोशिश कर रहे हैं, आप तक सही सूचनाएँ पहुंचा सकें। आज 29 अगस्त की शाम को आदेश जारी हुए हैं। आप भारत सरकार http://www.india.gov.in/ या छठे वेतन आयोग http://india.gov.in/govt/paycommission.php की वेबसाइट से भी इसे डाउनलोड कर सकते हैं।

छुट्टियों में कटौती नही करेगी केन्द्र सरकार

दैनिक हिंदुस्तान, दिल्ली, में छपी एक ख़बर ( मदन जैदा,१७-०८-२००८) के अनुसार चुनावी वर्ष में केन्द्र सरकार कर्मचारियों की नाराज़गी मोल लेना नही चाहती और छुट्टियों के पुराने तरीके को ही बनाये रखना चाहती है।केंद्रीय कर्मचारियों को अभी साल में १७१ दिन की छुट्टियाँ मिलती हैं, इनमें ५२ शनिवार,५२ रविवार, १७ राजपत्रित अवकाश, २ प्रतिबंधित, ८ आकस्मिक, १० चिकित्सा, ३० अर्जित अवकाश मिलते हैं। कुल कार्य दिवस केवल १९४ ही होते हैं।इसके अलावा महिलाओं को १८० दिन मातृत्व तथा पुरुषों को १५ दिन का पितृत्व अवकाश, फॅमिली प्लानिंग के लिए १०-२० दिन का अवकाश मिलता है। साथ ही रक्तदान, बच्चा गोद लेने,खेल प्रतियोगिता में भाग लेने आदि के लिए भी अलग से अवकाश दिए जाने का प्रावधान है।

क्या भूलें क्या याद करें

आज, वो भी चले गए जिनसे उम्मीद बनी थी कि वे हमारा भला करेंगे। अपनी तरफ़ से उन्होंने पूरी कोशिश की लेकिन निचले लेवल पर काम हो, तब तो। वे आदेश निकालते रहे पर निचले पायदान पर बैठे नेगेटिव लोगों ने इनको खूब बदनाम कराया। वे संघर्ष करते रहे,लेकिन शिक्षा में करप्सन और कैंसर से हार गए। हजारों टीचर्स ने ट्रान्सफर के लिए अनुरोध किया था मगर केवल कुछ ही भाग्यशाली निकले जिन्होंने नीचे भी पूजा की,अर्चना की। उल्टे उनको गुमराह करने में लोग लगे रहे कि टीचर्स के साथ खूब सख्ती करो। पिछले दिनों 'चंगेज़ खान' जो 'उड़नदस्ता' बना गए थे उसने भी खूब कोशिश की कि उनकी अपनी "मस्ती की पाठशाला" चलती रहे। चमचागिरी से स्कूल में पढने-पढाने से जान बच जाती है और घूम-घूम कर दूसरों की गलतियां ढूँढने का,उनपर धौंस मारने का शौक भी पूरा हो जाता है। इनमें शामिल एक सज्जन को तो महिलाओं को ब्लैकमेल करने में कुछ ज्यादा ही मजा आता है। शायद उनको यह नहीं पता कि एक महिला शिक्षिका का हाथ पकड़ कर सीट से खड़ी कर देने के चलते दिल्ली में विश्व की सफलतम हड़ताल हुए थी और डायरेक्टर की गलती के चलते तत्कालीन प्रधान मंत्री श्रीमती इंदिरा गांधी ने माफ़ी मांगी थी,तब हड़ताल समाप्त हुयी थी। फिर भी पिछले 'चंगेज़ खान' की तुलना में इनका दौर शराफत का दौर माना जायेगा। एकाध बड़ी गलती तो हो ही जाती है। किसी को सस्पेंड करो तो समाज बगावत करेगा ही। नहीं करना चाहिए था। पहले अच्छी तरह जांच करनी चाहिए थी। अधिकतर शिकायतें टीचर्स की आपसी राजनीति के कारण होती हैं। हमारी शुभ कामनाएँ आपके साथ हैं, जहाँ रहो आबाद रहो, दिल्ली रहो या इलाहाबाद रहो..............ईश्वर आपको और आपके परिवार को स्वस्थ रखे.....

The CBSE is responsible for the poor results

Is it not surprising to know that the teachers of Govt schools who teach in Hindi medium, check copies of English medium students of Public schools who appear in class Xth and XIIth through CBSE!!! In the same manner English medium teachers check the copies of Govt schools which are written in Hindi.There are many technical terms in Maths, Science and S.St. which need perfection to understand and Hindi medium teacher can not do justice with English medium and in the same way a public school teacher may not understand the terms of Hindi in these subjects.

For all of our friends listed in Red-category (A-category) we would like to say that the Dainik Jagran has published a nice and detailed report on this issue and the photocopy of this report is enough to produce in a court requesting the Honble' Judiciary to fix the responsibility on the CBSE and not on the teachers for the poor performance of students.

Friends, DELTA has completely demolished the image of CBSE which was being considered to be the fairest board of India since last 50 years. Now, many people are demanding RTI and CBSE is defensive on this issue......carry on please......

we are going to thank you and praise for a nice decision

The decision to promote ' failed' students of class VIth and VIIth to the next class is really very energetic and brave step. We all like to convey heartiest gratitude to those policy makers who chalked it boldly. It is really a nice step to retain students

in the mainstream of education.

In fact, we need to define the terms of education again. The present system of examination and evaluation of a student is very- very unscientific and discouraging the talent to blossom.Every student is special one and the present system is denying the fact. Why we hope a child to perform better in all subjects? If a child is better in music, high jump, kabaddi,drawing, dance and even in mimicry then who has given us authority to deny his/her talent on the basis of some questions in Maths,Science,Eng, Hindi, S.St. and even in Sanskrit.Who......? ?????
There should be at least hundred subjects ( parameters) to judge a student's talent.There is no need to detain any student in any class upto Xth. Only a national level examination should be organised in class Xth only. The teacher himself is enough to judge his/her student to promote in the next class. He/she must have right to promote a student on the basis of performance in any field of life. Yes, if the student is better in high jump, long jump, NCC, eco-club, SUPW, gardening,puppet-making,and many more.....then no need to say him that you are "FAILED". Here, the no detention policy will really cherish talents to bloom.
The deptt. has taken really nice step for the first time,but some officers are manipulating the motto of the welfare of the present Govt. Now, they are trying to feed thier own ego and casting shadow on the orders. They are trying to detain many students of class VI th and VII th again on the basis of absence in"UNIT Tests" and others. These officers are negative elements and they always try to harm teachers,students and finally the education of the country.
Those Black Sheeps should be marked...............

Today on 20th october 2008,

WE are thankful to those officers and politicians who accepted our suggestions, rectified the earlier orders and issued a fresh order stating that now all students in class VI th and VII th will be promoted to the next class without any "if and but." But the previous order has detained some innocent children in the same class and the delay has broken thier soft hearts......

सूचना का अधिकार हमारा 'ब्रह्मोस' बनेगा

अब हम में से कुछ सूचना के अघिकार का प्रयोग करने,कराने लगे हैं। यह एक अच्छी शुरुआत मानी जाएगी। हमारा काम आपको अपने अधिकारों के बारे में बताना है, बस.....आने वाले समय में हर कोई जब अपने लिए ख़ुद ही संघर्ष करने को तैयार रहेगा तब हमारा काम सही दिशा में माना जाएगा। हमने बहुत सी किताबें पढ़ी थीं , जब हमें नौकरी चाहिए थी। अब तो पूरा समय है। नियम तथा सर्विस-मैटर की किताबें पढ़ जाएँ। गाँधीजी ने कहा था कि हर किसी को अपना गाँधी ख़ुद बनना होगा,तभी आज़ादी मिलेगी। हमें अपने ज्ञान को बढ़ाना होगा तभी हम सर उठा के सेवा कर सकेंगे।
शिक्षा के क्षेत्र में बहुत बड़े-बड़े मगरमच्छ हैं। भ्रष्ट नौकरशाह और राजनेता हैं। इनको नाथना होगा, नकेल डालनी होगी। अगर आप ख़ुद नहीं चाहते कि सूचना मांगें तो हम लोगों को लिखें या हमारी बताई संस्थाओं या लोगों से मिल लें, उनको सारी बातें बता दें। सूचना का अधिकार हमारा 'ब्रह्मोस' है ,सही निशाना लगा दें और साक्षी भाव से दुनिया को देखते रहें.....बस...........

Doing the same mistake again

Some teachers reported about the show cause notices being served to them seeking explanation regarding poor performance of students. Some notices were even served to those Science teachers also who taught Hindi in some particular classes due to derth of Hindi teacher!!!!!
The situation is really interesting. Hindi classes were allocated to the science teacher and now she is being threatened for further actions under CCS rules because the result was not according to the expectations???
The deptt. is like that doctor who knows well about the medication of anaemia but prescribing nonsense medicines knowingly like COBADEX, VITAMIN -c etc to his patient.Yet he knows well about the right drug but not giving the right medicine until the last minutes,the Iron tablets.
Such show cause notices should be withdrawn immediately. No any teacher is resposible for any lapse in his/her duty as he/she followed all directions from his seniors and the resposibility should be viewed in a group. The deptt is doing the same mistake as the red-category (A-category) teachers.
Friends, be prepared for collecting information about those teachers who are getting show cause notices. We will help them to draft the explanation on legal grounds. This mistake of deptt will provide us more hands and new members for DELTA........

न हार है, न जीत है

आपमें से कुछ लोगों का कहना है कि अब कैमरा हमारी क्लास में नहीं लगाया जा रहा है।ये गैलरी और अन्य जगहों पर लग रहा है। कुछ तो इसे डेल्टा की महान जीत बता रहे हैं। मगर हम इस बात से सहमत नहीं हैं। यह उनकी एक सोची समझी रण नीति है। हमें पिछले तीन बर्षों से परेशान करने वालों को अचानक हम पर दया क्यों आएगी! आख़िर स्टाफ रूम में कैमरा लगाने के पीछे की मानसिकता क्या साबित करती है?चुनाव सर पे खड़े हैं और इस समय में भी जो अधिकारी ऐसे काम करा रहे हैं, वे सरकार और गुरुजनों के शुभ चिन्तक तो नही ही कहे जा सकते।अच्छा होता, यदि अब भी रातों रात इनको हटाकर विनम्र विद्वानों को विभाग की जिम्मेदारी दी जाती। बुराई का इलाज केवल डंडे से नहीं होता, मीठे बोल तो अंगुलिमाल और रत्नाकर को भी संत बना देते हैं। आज जरूरत है कि गुरु जनों को इज्जत मिले और पिछले बरसों में जिन अधिकारियों ने हमारा अपमान किया है उनको सजा मिले। काम का बोझ कम हो, टेस्ट बंद हों,हर गुरु को अपने छात्रों को एसेसमेंट करके पास करने का हक़ हो।ट्रान्सफर पॉलिसी आसान बने।घर में पोस्टिंग हो....या स्कूल में ही घर हो।अब इस बार नवी क्लास में विज्ञान में ढेर सारे बच्चों को फ़ेल कर दिया गया है। आप को चिंता नहीं करनी है। लोगों के असंतोष को कंप्यूटर भगवान् और इसके देवताओं की तरफ़ मोड़ दीजिये और किनारे खड़े होकर खेल देखिये बस.....अब जनता के स्टेडियम में चुनाव-चुनाव का खेल शुरु होने ही वाला हैं।
दोस्तों, हमें अपनी "उसी योजना पर" चलते रहना है जो नवम्बर में बनी थी। कैमरे के मामले को न तो अपनी जीत मानें, ना अपनी हार। अपने उद्देश्य पर चलते रहें बस.....

Wait and watch

The VI th pay commission has suggested for performance related increment scheme. It is looking attractive but its effects on the system are not well studied.Such type of suggestions come from some "management Gurus" who are those persons who failed to study tough subjects like maths and science. Such schemes are completely impractical. This scheme will improve 'chamchagiri' in the office and honest employees who are not expert in flattering of their seniors will be discouraged and finally it will lead total collapse of the system just like the education in Delhi.The parameters fixed for PRIS are similar to ACR reports and looks like its extended form.In the present time, most of CHAMCHE get awards and honest and dedicated teachers face exploitations because they are proud to their labour. This labour in classroom is not enough to get appreciation in the office of principal and other officers in present system which supports only flattering and PRIS will support to enhance it.
Dear friends,some of you have reported that the CCTV is not being installed in classrooms of your schools now.It may be right but we have to remain alert about the intension behind it.The system might had pulled its leg behind but it will move forward again on its mission to humiliate us.It may be a temporary strategy of those who are beneficiaries of it.Wait and watch.......

रेड-कैटेगरी शब्द अपमानजनक है

लाल रंग प्रेम का प्रतीक है,उर्जा का प्रतीक है पर विरोध और खतरे का भी संकेतक है। क्या हमारे साथी विभाग और समाज को ख़तरा नजर आते हैं? क्या ये लोग आतंकवादी हैं ? समाज में रेड लाइट एरिया शब्द या रेड रिबन (एड्स) को अच्छी निगाह से नहीं देखा जाता। कोई दिवालिया हो जाता है या पागल हो जाता है तो देश के कुछ हिस्सों में सर पर लाल कपड़ा बाँधने का रिवाज़ है। किसी भी जिम्मेदार व्यक्ति को दूसरों को रेड कैटेगरी का व्यक्ति कहने से बचना चाहिए। किसी टीचर के लिए इस तरह के अपमानजनक शब्दों का प्रयोग करने वालों की बुद्धि पर केवल तरस ही खाया जा सकता है।सभी टीचर बहुत कठिन परिस्थितियों में काम कर रहे हैं। यह शब्द हटाकर ६० % तक ऐ- कैटेगरी ,९० % तक बी- कैटेगरी तथा इसके ऊपर सी-कैटेगरी लिखना चाहिए। उम्मीद है,सुझाव पोजिटिव माना जायेगा। यूँ हम लोग धर्म युद्ध में विश्वास करते हैं और सामने वाले को सावधान करके ही आगे बढ़ने में विश्वास करते हैं.......

we are in right direction now

In the month of February 2008, all of you did hard labour to collect informations about all Red- Category teachers or (A-category teachers) throughout Delhi. About 250 out of 413 red- category teachers have contacted us and provided their contacts with a promise to remain united with us. It is a great success and dear friends.........DELTA thanks all of you again and again for your great efforts!!!The presence of DELTA is reported now in 388 schools of Directorate,48 of MCD,11 Aided- public and 2 NDMC schools upto 29th February2008.About 245 Red-category teachers, 01 terminated and 07 suspended teachers have joined their hands with us.It is showing that we are doing better and the teaching community is following our thoughts that only a strong LEGAL FORUM may solve the problems of common honest teachers and the schools of poor students.
Friends, the papers are ready for filing different cases and we need your support. Some NGO are providing better help in the RTI and co-operating teachers but most of the teachers are not coming forward as it was desired.
Our target is now to achieve 75% and tight your belts please.........
Here we request all red category (A- category) teachers to teach all their students by taking more pain from now and please don't think that what pain we are getting from our 'employers' without any depression and malice.in fact, we have to take pain like Lord Shiv......

we can change the face of education

It is really surprising to conclude our success when we got the data from all friends today. The target of expansion of presence in January 2008 was fixed to include 350 schools of Directorate of Education and 100 schools of MCD.We would like to thank all friends who are really dedicated to revive a strong union of educationists and salute the spirit of dedication.
Now,on the last day of January 2008,our presence is in 243 schools of Directorate of Education and 48 schools of MCD,2 Of NDMC and 7 Public schools within 106 days.
The new NGO, Instituitions are not invited but a single foundation from South Delhi has promised us to help in RTI applications.
The working committee has decided to help all Red-category teachers and all of you are requested to focus your attention on this issue. The current month of February will be devoted for them to organise and it is our moral duty to boost the morale of our teachers who are disappointed and furious about their future. We all will help each and everyone.

रेड कैटेगरी लिस्ट के साथियों से केवल यही कहना है कि एक साथ रहें, ऑनलाइन फॉर्म भर दें ताकि सबकी लिस्ट कोर्ट में डाली जा सके। अगर आपकी जानकारी में कोई और साथी हो तो उनको भी बताएं। छोटे-छोटे तिनकों से मजबूत रस्सी बन जाती है जिससे पागल हाथी को भी बांधा जा सकता है।हमें साथ रहना होगा और हम हर कोर्ट में आपका साथ देंगे।रेड-कैटेगरी लिस्ट में अधिकारी क्यों शामिल नहीं हैं !!क्या इसका जवाब देने के लिए कोई नैतिक रुप से जिम्मेदारी लेने को तैयार है!!लेकिन इनको कोर्ट में जवाब देने आना पड़ेगा और गोवा और अंडमान चले जाने के बाद भी दिल्ली में केस लड़ना पडेगा। कानून के हाथ बड़े लम्बे होते हैं।रिजल्ट में "सुधार"(आंकडों की बाजीगरी) हो तो शाबाशी थोक के भाव अधिकारी लूट गए और कमी दिख गयी तो पीठ दिखा गए......ठीकरा हमारे सर फोड़ दिया .....इसे ही कहते हैं...मीठी मीठी गप्प,कड़वी-कड़वी थू ......
आप सभी हमारे साथ रहें और स्वाभिमान के साथ गरीब बच्चों की जिंदगी बनाने पर ध्यान दें। यह फोरम केवल अच्छे लोगों का ही साथ देता है।हम ईश्वर की सेवा कर रहे हैं,गरीबों की सेवा कर रहे हैं और हक लूटने वालों के विरुद्ध लड़ रहे हैं जो पब्लिक-मनी से अपना घर भर रहे हैं। डरो तो केवल ईश्वर से डरो,सम्मान बढ़ेगा,टुच्चों से डरने पर अपमान मिलेगा। नौकरी नहीं सेवा करो और स्वाभिमान के साथ जियो सर उठा के.....

Why officials are not listed in the Red -Category!!!

The 22 nd January 2008 was the black day in the history of education in India when many teachers were called for that fault which was not done by them. The fault is of those officials who chalk policies and draw a heavy salary for the betterment of schools and the taught. Why not Mr. Vijay Kumar, Ex-Director, should be also placed in Red category because he was the head of the team?The Red-category teachers were again threatened in seminar that they would be kicked out of the deptt.The same CCS rules are applied to all Govt doctors also whose patients die and on those engineers also whose bridges fell on the day of inauguration.The Indian army and its officers fought against China and ran away. Indian Pilots are flying their MIG in paddy fields like blue line drivers.But no one is in Red category!Many people doubt that the Government lawyers take bribe for accepting defeat in cases of Govt departments.But no one is in Red Category!Teachers are helpless and BECHARA PRANI of this duniya.He will not resist this undemocratic move of humiliation like a cow or a tree. We demand the Government to apologise for use of this word like RED -CATEGORY because it is insulting us and stop threatening us .That day is not far away when teachers will emerge as one of the strongest side of the democracy in coming elections.

नव वर्ष की शुभ कामनाएं

नव वर्ष की शुभ कामनाओं के साथ सभी दोस्तों के उस जज्बे को सलाम जिसने केवल ६०-७० दिनों में ही हमें करीब १२५ सेकेंडरी,४० नगर निगम स्कूलों में पहुँचा दिया। आप सभी की दिन रात की मिहनत से ही ये संभव हुआ है। हमारे लिए अभी बहुत काम है। हमें हर उस गरीब और मजबूर बच्चे की आँखों में उम्मीद की किरण जगानी है कि उसे एक दिन एक अच्छी सुबह मिल सकेगी। वो अपने 'सर' या 'मैडम' को किसी भगवान्, किसी मसीहा से कभी कम नहीं समझता। क्या उसकी मासूम आंखों में,उसकी नन्हीं हथेलियों में उसका आसमान, उसकी आंखों में कुछ सपने दे सकेंगे हम?हे भगवान् ! हम सबको ऐसी शक्ति दे कि हम तुम्हारी इस बगिया में कुछ नन्हें फूलों के चेहरों पर मुस्कान ला सकें.......

Happy New year to you all

On this first day of the new year we would like to thank all those friends who did hard labour in 2007 for the expansion of DELTA. Only due to day-night labour done by of all of you, our presence is in more than 125 schools of Directorate of Education, about 40 in MCD, 2 in NDMC and in 7 public schools. It is really interesting to say that it is done within 60-70 days. It shows that what people can do if they are united for a better cause. We salute all of you and there is no word with us to appreciate this tempo and courage.
Now the bigger aims are before us. We have to collect the sky and the horizon, in palms of every child of this nation who dreams for a 'better' education..........
