Oh No...It was unexpected

The DCPCR (Delhi commission for Protection of Child Rights) fined Director Of Education for violation of Right to Education Act 2009.
It was unexpected!!!
DoE needs expert consultants to avoid such embarrassment which bows our heads before the whole country. All Officers are over-burdened due to routine works and have no time to go deep in the RTE Act. We are posted in the capital of India and need more competency than others.
The DoE should consider to establish an RTE cell with a team of consultants and educationists invited from all section of society.
We, the Educationists of DELTA, who are mainly associated with schools of Directorate of Education , should spare some time for a better implementation of this nice Act.

All of you are requested to keep writing and sending suggestions regularly to the authorities. We must encourage all persons who can implement RTE Act in its better form because such legislations come rarely in decades.

We should work collectively for a positive impact of this Act on society.
A careful handling of this Act will not create havoc but help to all.

We have sympathy with all over-burdened officers.....

देर आयद, दुरुस्त आयद....

एक बहुत अच्छा फैसला शिक्षा विभाग से आया है कि अब सरकारी और सहायता प्राप्त स्कूलों (एडेड) में आठवीं तक के बच्चों से कोई फीस (पी डब्ल्यू एफ) नहीं ली जायेगी। साथ ही, ली गयी फीस भी वापस कर दी जायेगी। यह निश्चित ही एक सही कदम है और फीस वापस करने के फैसले ने एक बार फिर 'डेल्टा' के शिक्षाविदों की साख जमा दी है। इस फैसले से लाखों गरीबों को 'महंगाई डायन' से कुछ तो राहत मिल ही जायेगी।

हम सबसे पहले माननीय शिक्षा मंत्री श्री अरविंदर सिंह लवली और उनकी टीम को धन्यवाद देना चाहेंगे कि उन्होंने हम 'डेल्टा' के शिक्षाविदों के सुझाव को महत्व दिया और व्यक्तिगत रूप से इस मामले में रुचि लेकर एक सकारात्मक कदम उठाया।

हमने विगत १३ अप्रैल को "दैनिक जागरण" जैसे हमारे मीडिया सहयोगी और 'पारदर्शिता' एन जी ओ की सहायता से इस मुद्दे को प्रमुखता से उठाया था कि १ अप्रैल को शिक्षा का अधिकार एक्ट लागू हो जाने के बाद कोई भी पैसा किसी भी रूप में कैसे वसूला जा सकता है ! 'पारदर्शिता' ने सैकड़ों बच्चों के हस्ताक्षर के साथ राष्ट्रीय बाल अधिकार संरक्षण आयोग (NCPCR) को भी लिखा। इसके अलावा इस मामले को दिल्ली उच्च न्यायालय में भी ले जाया गया है।

दोस्तों, जरा सोचो तो कि अगर हम इसी तरह सही दिशा में काम करते रहे तो हम क्या कुछ नहीं कर सकते! आप सभी बधाई के पात्र हैं और इस उपलब्धि का श्रेय केवल आपकी सामूहिक प्रतिबद्धता को जाता है।
आपने पच्चीसों वर्ष पुरानी फीस व्यवस्था को एक झटके में बदल डाला है।

इस फैसले से लाखों गरीब बच्चों को फायदा होगा। साथ ही हम शिक्षकों को भी बार-बार रसीद काटने की क्लर्की से छुटकारा मिल जाएगा। अधिकारियों ने हमारा 'लास्ट वर्किंग डे' बंद करा दिया, हमने इस फीस का 'टंटा' ही ख़तम करा दिया......
इसे ही कहते हैं,
कभी गाड़ी पर नाव, कभी नाव पर गाड़ी....

फिर भी एक बात समझ नहीं आती कि पी टी ए (पैरेंट टीचर एसोसिएसन) के नाम पर पैसा क्यों वसूला जाएगा? इसका सर्कुलर साथ ही क्यों नहीं निकाला गया? अनेक प्रिंसिपल प्रतिभा स्कूलों में २५० रुपये तक 'वसूल' रहे हैं और बच्चों को रसीद तक नहीं दे रहे हैं। इन पैसों को अनाप सनाप तरीके से खर्च किया जा रहा है। एक 'महारानी' जो दक्षिणी दिल्ली के एक प्रतिभा विद्यालय की शोभा बढ़ा रही हैं अपने शिक्षकों से खुलेआम कहती हैं कि किसी भी तरीके से मुझे एक हज़ार रुपये रोज चाहिए।
तुम कहीं से भी बिल ले आओ।
बेचारे 'मास्टरजी' बिल ढूँढते डोल रहे हैं।

हमें डर है किसी दिन चूहे के बिल को ढूँढते-ढूँढते सांप के बिल में हाथ ना दे दें.........

No Fee will be charged in Govt Schools NOW...

A very nice decision has come today from the Directorate of Education , Govt. of Delhi that it will not 'Charge' any fee like PWF (Pupil Welfare Fund) from students up to class VIII in present session 2010-11 and ordered all concerned to return the collected fees to the students in favour of Right To Education Act 2009.

DELTA had opposed the collection of fees in Govt Schools and a news was published in Dainik Jagran dated 13th April 2010. The scanned image of that news is available below on this blog posted on the same day.

Friends, this is another victory for our ideals that only, WE, the Govt school teachers can change the present conditions of Govt schools and the image of teachers in society.

We thank and pay our heartiest gratitude to Respected Minister Arvinder Singh Lovely and his team of officers of Education Dept who accepted our suggestions and took such a nice decision in favour of general public.

We are waiting another circular on scrapping of collection of PTA (Pupil Teacher Association) fund also and lightly surprised why this 'left out word' is not included in this circular too.

This decision will bring happiness certainly on the faces of lakhs of poor families and students in coming future. Rs. fifty note is not a big amount for those policy makers who are born with a silver spoon in their mouth but it is still a 'dream' for many students who come in our classes to face humiliation by classmates with a patch hand stitched on their pants and shirts.

Can you feel the pain of that student who have no money to buy a new shirt or pant which comes hardly in Rs 65 on footpath of Mangal Baazar......but being forced 'by' sir or madam to pay this amount as fee in a 'GOVT' school........

दंड के बदले पुरस्कार दे रही सरकार...

बिहार विधानसभा में जो हंगामा इन दिनों हुआ उसके पीछे केवल AC DC बिल का मामला था। अधिकारियों ने ट्रेजरी से पैसे एडवान्स के रूप में लिये मगर उपयोगिता सर्टिफिकेट नहीं दिए और ना ही बिल लगे। कुछ इसी तरह क़ी 'गलती' दिल्ली शिक्षा विभाग सहित अनेक विभागों में भी हुई है।

90 पुरुष और 38 वाईस-प्रिंसिपल शिक्षा विभाग, दिल्ली में पदोन्नत होकर प्रिंसिपल बनाये जा रहे हैं।

इनमें से अनेक अपने अपने विद्यालयों में 'हेड' की हैसियत से काम करते रहे हैं। स्कूलों के विकास की जिम्मेदारी इनकी ही थी।

कुछ दिनों पहले 23 जून 2010 को कंट्रोलर ऑफ़ एकाउंट, दिल्ली ने एक कड़ा पत्र शिक्षा विभाग को लिखा कि इन 'हेड' के पास करीब 92 करोड़ रुपये (करीब एक अरब रुपये) एडवांस के रूप में पड़े हुए है और इन्होने इसे खर्च नहीं किया है। इस पर डाईरेक्टर ने भी सख्त निर्देश जारी किये कि इन एक अरब रुपयों को 'एडजस्ट' करके जुलाई के प्रथम सप्ताह में रिपोर्ट दें।

इस बीच इन हेड में से अनेक का प्रिंसिपल के रूप में प्रोमोशन कर देने के लिये एक लिस्ट भी निकल गयी। 'बेचारों' ने रात दिन एक करके जो पैसे वर्ष भर में भी खर्च नहीं किया था, आनन फानन में 'एडजस्ट' कर दिया। बिल चिपक गए, एक अरब रुपये पंद्रह दिन में खर्च हो गए।

ये राशि बच्चों की यूनिफार्म, डेस्क, स्कोलरशिप, मुस्लिम तथा पिछड़े वर्ग के बच्चों के कल्याण योजनाओं की थी।

सालों भर गरीब बच्चे जमीं पर , कड़ाके की ठण्ड में भी फटी दरी पर बैठते रहे, पैबंद लगी शर्ट पैंट पहन कर स्कूल आते रहे मगर इनकी सुध लेने के नाम पर जिनको प्रतिमाह पचास-पचास हज़ार रुपये वेतन मिलता रहा, कान में तेल डाल कर सोये रहे।

वो भी उस गरीब देश में जहां ऐसे लोग भी हैं जिनको इतना पैसा सौ वर्ष की जिन्दगी में भी नसीब नहीं होता, जिस देश में आज भी गाँवों में दस रुपये कर्ज लेने के लिये लोग पैर पकड़ते हैं, गिड़गिड़ाते हैं....

ये प्रिंसिपल प्रतिवर्ष नई कारें किन पैसों से खरीद रहे है, दिल्ली के उपनगरों में फ्लैट, कोठियां खरीद रहे हैं, इसकी खोज खबर लेने वाला विभाग आखिर चुप क्यों है ???

क्या ये विभाग तब जागेंगे जब नक्सलवाद महानगरों में भी इन असंतुष्ट वंचित वर्गों को हथियार की भाषा पढ़ाने लगेगा.....

शायद तब लोकतंत्र पर विचार करने की भी हिम्मत नहीं बचेगी।

इस मामले की उच्च स्तरीय जांच होनी चाहिए कि केवल पंद्रह दिनों में ये एक अरब रुपये सचमुच कितनी ईमानदारी से खर्च किये या अगले वित्तीय वर्ष 2011-12 के लिये बचा कर रखे गए है।

इन वाईस प्रिंसिपलों ने समय पर काम पूरा नहीं किया, इनकी प्रशासनिक अक्षमता और भ्रष्टाचार की जांच करने, इनको दंड देने के बदले, पुरस्कार दे रही है सरकार....

Now students of Class VIII th are in depression... the level of stress has come down

The educationists associated with HRD ministry and CBSE had drafted new grading system and RTE Act to reduce stress and depression in students of class X th.

OK, we thank all of them.

But, the way by which these are being implemented is looking more interesting.

59655 students were declared 'Failed' out of total 88887 appeared in Compartmental exams in class VIII th in the session 2009-10 by Directorate of Education, Delhi. This data is collected by us through an RTI application which contains results of 882 schools only.

Many students and their parents staged dharna -pradarshan against the results in many parts of the capital.

The reason was a circular showing limitation of 'No detention policy' only up to class VII th.

The Right to Education Act has been implemented from 01/04/2010.

All failed students of Class VIII th appeared for compartmental exams in April 2010 after RTE Act enactment.

Thousands of students were declared 'failed' again on 1 st of May 2010 and detained in the same class between 01/04/2010 to 07/05/2010.

Now the same type of re-compartmental exams will be taken again and again in June-July 2010.
But, WHO IS RESPONSIBLE for the VIOLATION of Section 16 of RTE ACT which clearly states that...

"No child admitted in a school shall be held back in any class or expelled from school till the completion of elementary education"

What punitive action would be taken against those officers who didn't take pain to read hardly 13 pages of the RTE Act and have detained students of class VIII th upto now?

These students have right to sit in class IX th and appear in back papers of class VIII th.

Who will pay for the loss of study periods of more than three months up to July 2010?

We will certainly take this matter to NCPCR (National Commission for Protection of Child Rights).

We have asked the data of failed students from DoE by an RTI application filed on 5 th of May 2010.

Do these officers have courage to face the pain if their own sons or daughters were declared failed by any school?

This country seeks a sympathetic attitude towards poor people and students but it is completely lacking in these AFFLUENT WEALTHY officers and all policy makers.

Please, Re-examine the examination system which fails 59655 students out of 88887 appeared.

This process of evaluation may not be called as 'examination' which fails 99% students.

This is ex-imagination!!!!!

We urge immediate interfere from all concerned .

We have urged Hon'ble Minister Arvinder Singh Lovely to see the matter that.....

"the level of depression and stress to pass an examination is coming down from class X th to class VIII th and this is the latest development in success story of implementation of "No Detention Policy."

Friends, the "level of stress" in board examinations is really coming down in this fantastic way.............

Now it is from X th board to VIII th board...

'विभूति' मातृश्री अवार्ड से सम्मानित.....

प्रिय दोस्तों,
आज का दिन हमारे लिये बहुत ही खुशी का दिन है। हम सभी के मित्र एवं पूरे शिक्षक समाज के साथ सहानुभूति रखने वाले विभूति भाई को पत्रकारिता के क्षेत्र में उत्कृष्ट काम करने के लिए 'मातृश्री अवार्ड' से सम्मानित किया गया जिसे गृह राज्य मंत्री श्री अजय माकन जी के कर कमलों द्वारा दिया गया। समारोह की अध्यक्षता दिल्ली के मेयर डॉ. कँवर सेन जी ने की।

सबसे पहले हम उन सभी चयनकर्ताओं को धन्यवाद देना चाहेंगे जिन्होंने पत्रकारिता जगत में एक "विभूति" को खोज निकाला।

विभूति भाई के बारे में हम केवल यही कहना चाहेंगे कि जब मीडिया का एक बड़ा वर्ग हम सभी सरकारी स्कूलों के शिक्षकों एवं शिक्षा जगत की केवल नकारात्मक छवि पेश करने में एक आनंद का अनुभव करता था तब उन्होंने हमारे पक्ष को भी गंभीरता से समझने की कोशिश की और हमारी आलोचनाओं के साथ साथ हमारी मजबूरियों और हमारे सकारात्मक पक्ष को भी समाज के सामने मजबूती से रखा।

आपकी इस पहल ने हमें मीडिया और समाज में स्वीकार्यता प्रदान की है और लोगों ने हमें फिर से समझने की कोशिश शुरू की है कि सरकारी स्कूलों की "दुर्गति" के लिये केवल मुट्ठी भर चमचे किस्म के भ्रष्ट शिक्षक जिम्मेदार हैं जो बरसों से एक स्कूल में जमे रहते हैं, खूब 'फर्लो' मारते हैं और प्रिंसिपल के साथ ग्रुप बनाकर, उसके साथ मिलकर फर्जी बिल बनाते हैं। साथ में केवल वे अधिकारी दोषी हैं जो इनको बचाते है। ये सभी मिलकर शिक्षा विभाग को लूट रहे हैं और ईमानदार शिक्षकों को कुंठित कर रहे हैं, उनको अपनी राजनीति का शिकार बना रहे हैं, उनपर धौंस मार रहे हैं।

हम आपके शुक्रगुजार हैं, विभूति भाई......आपने सच्ची पत्रकारिता की मिसाल पेश की है।

हमें पता है कि अक्सर 'जागरण' में 'सच' छपने के बाद 'सरकार' को कितना बुरा लगता था।

लेकिन अनेकों बार फ़ोन और मिन्नतें भी विभूति जी की कलम की धार को कुंद नहीं कर पाईं.....छपा वही जो छपना चाहिए था।

आप खूब उन्नति करें, आपको और भी बड़े बड़े सम्मान मिलें... हम डेल्टा से जुड़े उन सभी हजारों शिक्षकों की तरफ से जो इस देश के हर राज्य में हैं.....

दिल से बधाई देते है...

Chanakya at Kaikeyaraj Sabha

सर्वे भवन्तु सुखिनः सर्वे सन्तु निरामयः, सर्वे भद्राणि पश्यन्तिः, मा कश्चिद् दुख्भागभ्वेद॥

प्रिय स्वजनों, आपने ही स्वजनों के हाथों सम्मानित होने में गौरव का अनुभव होता है, प्रसन्नता भी होती है। एक विष्णुगुप्त गौरवभूषित हो तो ना ही परिषद् न ही शिक्षक के लिये गौरव की बात हो सकती है। शिक्षक और परिषद् तो गौरवभूषित तब होगी जब यह राष्ट्र गौरवशाली होगा और यह राष्ट्र गौरवशाली तब होगा जब यह राष्ट्र अपने जीवन मूल्यों व परम्पराओं का निर्वाह करने में सफल और सक्षम होगा और यह राष्ट्र सफल और सक्षम तब होगा जब शिक्षक अपने उत्तरदायित्व का निर्वाह करने में सफल होगा और शिक्षक सफल तब कहा जाएगा जब वह प्रत्येक व्यक्ति में राष्ट्रीय चरित्र का निर्माण करने में सफल होगा। यदि व्यक्ति राष्ट्रभाव से शून्य है, राष्ट्रभाव से हीन है, अपनी राष्ट्रीयता के प्रति सजग नहीं है तो यह शिक्षक की असफलता है और हमारा अनुभव साक्षी है कि राष्ट्रीय चरित्र के अभाव में हमने अपने राष्ट्र को अपमानित होते देखा है। हमारा अनुभव है कि शस्त्र से पहले हम शास्त्र के अभाव से पराजित हुए हैं। हम शस्त्र और शास्त्र धारण करने वालों को राष्ट्रीयता का बोध नहीं करा पाए और व्यक्ति से पहले खंड-खंड हमारी राष्ट्रीयता हुई। शिक्षक इस राष्ट्र की राष्ट्रीयता व सामर्थ्य को जागृत करने में असफल रहा। यदि शिक्षक पराजय स्वीकार कर ले तो पराजय का वह भाव राष्ट्र के लिये घातक होगा। अतः वेद-वंदना के साथ साथ राष्ट्र-वंदना का स्वर भी दिशाओं में गूंजना आवश्यक है। आवश्यक है, व्यक्ति व व्यवस्था को आभास कराना कि यदि व्यक्ति की राष्ट्र की उपासना में आस्था नहीं रही तो उपासना के अन्य मार्ग भी संघर्ष-मुक्त नहीं रह पाएंगे। अतः व्यक्ति से व्यक्ति, व्यक्ति से समाज और समाज से राष्ट्र का एकीकरण आवश्यक है। अतः शीघ्र ही व्यक्ति, समाज और राष्ट्र को एक सूत्र में बांधना होगा और वह सूत्र राष्ट्रीयता ही हो सकती है। शिक्षक इस चुनौती को स्वीकार करे और शीघ्र ही राष्ट्र का नवनिर्माण करने के लिये सिद्ध हो। संभव है कि आपके मार्ग में बाधाएं आएँगी परन्तु शिक्षक को उनपर विजय पानी होगी और आवश्यकता पड़े तो शिक्षक शस्त्र उठाने में भी पीछे ना हटे। मैं स्वीकार करता हूँ शिक्षक का सामर्थ्य शास्त्र है परन्तु यदि मार्ग में शस्त्र बाधक हों और राष्ट्र-मार्ग के कंटक शस्त्र की ही भाषा समझते हों तो शिक्षक उन्हें अपने सामर्थ्य का परिचय अवश्य दे अन्यथा सामर्थ्यहीन शिक्षक अपने शास्त्रों की भी रक्षा नही कर पायेगा। संभव है कि इस राष्ट्र को एक सूत्र में बांधने के लिये शिक्षक को सत्ताओं से भी लड़ना पड़े परतु स्मरण रहे कि सत्ताओं से राष्ट्र महत्वपूर्ण है। राजनीतिक सत्ताओं के हितों से राष्ट्रीय हित महत्वपूर्ण है। अतः राष्ट्र की वेदी पर सत्ताओं की आहुति देनी पड़े तो भी शिक्षक संकोच ना करे। इतिहास साक्षी है, सत्ता और स्वार्थ की राजनीति ने इस राष्ट्र का अहित किया है। हमें अब सिर्फ इस राष्ट्र का विचार करना है। यदि शासन सहयोग दे तो ठीक है, अन्यथा शिक्षक अपने पूर्वजों के पुण्य और कीर्ति का स्मरण कर अपने उत्तरदायित्व का निर्वाह करने में सिद्ध हो, विजय निश्चित है। सप्त-सिन्धु की संस्कृति की विजय निश्चित है। विजय निश्चित है, इस राष्ट्र के जीवन मूल्यों की, विजय निश्चित है इस राष्ट्र की, आवश्यकता मात्र आवाहन की है......

No fee could be charged in Govt schools

The UPA Govt has implemented a historical Right To Education Act 2009 from 01/04/09 in the whole country.

This is another good legislation crafted, just like RTI Act 2005 issued by this Govt previously.

This move of Govt is admirable and we should welcome such nice RTE Act.

Yet, there are some provisions which to be rectified with mutual understandings but this is the time to welcome and not to oppose the welfare nature of this ACT.

We are thankful to the whole team of Ministers and Officers who formulated this RTE Act 2010.

The fees can't be collected in Govt schools under this act and its Section 3 (1) and (2) of RTE clearly states that

3.(1) Every child of the age of six to fourteen years shall have a right to free and compulsory education in a neighbourhood school till completion of elementary education.
(2) For the purpose of sub-section (1) , no child shall be liable to pay any kind of fee or charge or expenses which may prevent him or her from pursuing and completing the elementary education.

The Govt MUST reimburse the PWF and PTA fund to its schools. Charging money from students in any form by any name is COMPLETE violation of this RTE Act.

The Govt is looking alert for the welfare of its public but is it true that its functionaries chore in same tune, too?

Black sheeps in the system should be marked.

We urge Respected Minister to take steps immediately against the odd tunes.

Thanks to Ministry of HRD for providing residences to teachers

A very nice decision has come from Ministry of HRD to provide residential accomodation for teachers in their schools.


We must welcome this nice decision.

we all educationists convey our heartiest gratitude to the whole team of officers along with respected Cabinet Minister Mr. Kapil Sibbal who drafted such a good scheme for the welfare of the whole educationist community.


We always try to write positive suggestions to Governement agencies, officers on this BLOG which is representing a wide network of teachers throughout the country.Only negative trade unionism is not our aim.All trade unions should put positive suggestions to officers and the persons in Ministries for a better democracy.

माननीय केंद्रीय सूचना आयुक्त का सन्देश

प्रिय दोस्तों,
हम लोगों को सपने में भी यह उम्मीद नहीं थी कि डेल्टा नाम का यह छोटा सा शिक्षक संगठन इतने कम समय में देश के सर्वोच्च पदों पर बैठे लोगों द्वारा सम्मानित होने लगेगा। हम लोगों को 19 फरवरी 2010 को एक महत्वपूर्ण मीटिंग में बुलाया गया जहाँ माननीय शैलेश गाँधी (केंद्रीय सूचना आयुक्त) ने देश के उन बड़े-बड़े संगठनों को बुलाया था जो सूचना के अधिकार 2005 के क्षेत्र में काफी पहले से कार्यरत हैं और जिनकी एक राष्ट्रीय छवि है। हमें उनके बीच बैठकर सुखद आश्चर्य हुआ।

आज डेल्टा को जिस तरह शिक्षा के क्षेत्र में काम करने वाली संस्था के रूप में राष्ट्रीय स्तर पर पहचान मिल रही है, इसका श्रेय केवल और केवल आप सभी की सामूहिक मेहनत को जाता है।

आप सभी को पुनः ढेर सारी बधाईयाँ।

दोस्तों, आज हमें जो पहचान मिल रही है वह भविष्य में हमसे बहुत मेहनत करवाएगी। हमें सूचना के अधिकार के सेक्शन -4 जो हर लोक सूचना अधिकारी को आदेशित करता है कि वह स्वयं ही सभी सूचनाओं को सार्वजनिक करे, के लिये बहुत काम करना होगा।

आप जिस वेबसाइट को चाहें, उसकी कमियां खोज सकते हैं। आप केंद्रीय सरकार के किसी भी विभाग की वेबसाइट को खोलिए और उन सभी बिन्दुओं को लिख लीजिये जो आपके हिसाब से, उसपर अवश्य होनी चाहिए थीं। आप अगर शिक्षा के क्षेत्र में ही काम करना चाहते हैं तो हर शिक्षा विभाग की वेबसाइट को पूरी तरह पढ़िए। आपको अगर लगता है कि इसमें कुछ जानकारियाँ अभी और होनी चाहिए थीं तो बस कलम उठाइए और लिख दीजिये, हमें या सीधे केंद्रीय सूचना आयोग को। ध्यान रहे कि केन्द्रीय सूचना आयोग केवल केंद्र सरकार के अंतर्गत आने वाले विभागों की वेबसाइट को ही आदेश दे सकता है।

दोस्तों, आज परीक्षा की घड़ी है कि हम लोग डेल्टा को राष्ट्रीय पहचान दिला सकते हैं तो इसे बनाये भी रख सकते हैं या नहीं।

Hon'ble CIC appeals for better implementation of RTI with help of social groups

Dear Friend,

As you are probably aware, I had organised a meeting on February 19, 2010 to interact with various civil society groups on the issues relating to compliance of Section 4, RTI Act by Public Authorities.

Over 65 persons representing more than 35 organisations attended the meeting. Everyone’s participation is deeply appreciated and I found the discussion which ensued during the meeting to be insightful and very helpful.

As promised, I am enclosing a copy of the minutes of the meeting and a list of persons who attended the meeting along with their contact details (enclosed). A googlegroup has been created with the name Section4monitoring (http://groups.google.co.in/group/section4monitoring) and all persons who gave their e-mail addresses during the meeting will be invited to this group in a few days. The googlegroup is public and persons who could not attend the meeting are welcome to join it.

I am of the opinion that there is a need to prioritise the information which needs to be disclosed under Section 4 based on matters which are important to citizens and the disclosure has to be made in a citizen friendly format. I am hoping that civil society groups and individuals can assist the Commission in this endeavour by suggesting what kind of information should be disclosed by public authorities on a priority basis and preferably also suggest the format in which the information would be most useful for citizens. During the meeting I have stressed on the fact that the Commission needs the help of civil society groups to monitor the compliance of its orders with regard to disclosure of information in accordance with Section 4 of the RTI Act and to ensure that the information. E-mails can be sent to rtimonitoring@gmail.com in this regard.

Furthermore, if there are persons interested in volunteering to monitor websites of different Public Authorities in the context of mandatory disclosures which should be made under Section 4 of the RTI Act, such persons can get in touch with the Commission at rtimonitoring@gmail.com. For noncompliance of the Commission’s Section 4 orders do file a Complaint stating what information has not been disclosed by the Public Authority.

After reviewing the suggestions and observations that were made during the meeting, the Commission has decided to look into the following areas in the coming week and I hope to address the remaining issues soon after:

1. Disclosure of information by the MCD relating to its budget, fund allocation etc.
2. Disclosure of information by Labour Department, Govt. of Delhi.
3. Disclosure of information by the Slum & JJ Department relating to authorised and unauthorised colonies-names, location, plot allocation records.
4. Disclosure of information relating to Public Private Partnerships that the NDMC has entered into.
5. Disclosure of information relating to hospitals run by MCD and Govt. of Delhi.
6. Disclosure of lists of persons residing in Delhi in 1991 and 1998.
7. Disclosure of information relating to the Yamuna Action Plan

I hope to hold these meetings on a regular basis and I look forward to working together with civil society groups and individuals.

We should concentrate for online teaching on Science and Maths

The President Obama is sincerely talking about the need of focus on Maths and Science education in their schools in USA. He wants not to be No. 2 in comparison to the growing rate of India and China.

Students of these two countries are better in Science and Maths than their students in USA!!!!

Most of the scientists and doctors working in USA are from India and surprised to say that their major percentage is from villages and Govt schools of India!!!

There is global scarcity of good teachers of these two subjects. Good teachers will be highly paid in coming days and the internet will explode tonnes of money for them.

Superpower America and President Obama is appreciating the teachers of Maths and Science of India and their 'Multicoloured' methods of teaching and ready to welcome us on their KPO(call centres).

We all Govt school teachers of India face exploitation of 'non-sense' Principals who get appointed overhead due to promotions under different reserve categories based on subjects, gender and on caste too.

Minimum 12 periods for Principals and 18 for Vice-Principals per week are NECESSARY to allocate in a school time table according to the PFC (Post Fixation Cell) which states that the post of HEAD is created against the vacancy of one TEACHER.

But what is the reality!!

These HEADS are SHAMELESS and they never like to touch chalk and duster as it creates allergy in their hands and they automatically go on CHALK-DOWN STRIKE  after getting promotion from teacher to Principal.They get about 50 thousand as salary in POOR INDIA and make thousands of money monthly from false bills and corruption.

This situation in Govt schools is very painful as these Principals TORTURE 'Honest and Genius' teachers because they never bow their heads before CORRUPT and CHARACTERLESS.

Friends, we all have to make our way GLOBALLY.

There are handful of Science and Maths teachers in Govt Schools who are like 'cream' separated by tough competitive exams of recruitment boards. These talented teachers are best in the field of Education but the present policy makers in Indian Education Deptts and schools are humiliating them .

These teachers of Science and Maths should be paid one next higher grade pay than their counterparts.

They are getting same pay like SUPW, drawing. computer, physical education teachers etc and this is total injustice with their talent and the labour done in getting the requisite qualification.

Hardly one or two call centres or KPO (Knowledge Processing Office) can accommodate all these approx 30,000 teachers of Science and Maths in Govt schools of India EASILY.

Science have enormous capacity. A single innovation can change the whole scene on globe. A single innovation of steam engine developed by James Watt made British strong enough for 'industrial revolution' and their steam rolled artillery turned them victorious against soldiers with swords in all battles which ultimately placed them as rulers for about two centuries on the whole globe.

Friends!! use this new weapon....the INTERNET.......

The teachers of science and maths are not getting proper respect in India. They are little paid and facing humiliation by their so called 'administrators'. Remember the previous seminars. Needless to say that a joker like Director (JOKEMAAR) was threatening us to terminate from the job and teach us a lesson. Perhaps he forgot that we are made for it.

Now the time has come. Learn computers, be net savvy and prepared for online teaching to guide students of Germany, Australia, Europe, Africa, Far-East, USA and even Gulf.

We are trying to send details of many companies to all teachers in our network, which are providing online tuitions to Indian and foreign students.

Maths and Science are comparatively more tough and need a logical approach of the brain to understand. Therefore, it is not easy for a child to follow these subjects. This is true for an person of higher age too. Anybody can teach and understand a lesson from the book of History, Social Studies, Languages etc but the same is not possible to read and understand a single page from a book of Maths or Science.

All of you are requested to teach lesson to our administrators too in this way.You have not to resign. Just keep the seat busy. Get training by these companies , Login by any username and password from your home or nearby KPO (knowledge processing office) and get the respect, dignity, money and satisfaction.

कैट में अगली तारीख अभी निश्चित नहीं है

ट्रांसपोर्ट एलाउएंस के केस की अगली तिथि अभी निश्चित नहीं है। पच्चीस जनवरी को कैट का आदेश इस मामले में यह हुआ है कि हमें केंद्र सरकार और मानव संसाधन मंत्रालय को पार्टी बनाते हुए उनके उस आदेश को स्टे करवाने के लिये अपने प्रार्थना पत्र को पुनः री-ड्राफ्ट करना होगा जिसके द्वारा ट्रांसपोर्ट एलाउएन्स बंद किया गया है। माननीय न्यायाधीश का सुझाव है कि हमारी प्रार्थना स्पष्ट नहीं है कि दिल्ली सरकार के आदेश को स्टे किया जाय या केंद्र सरकार के आदेश को। इसके लिये कैट से छः हफ्ते का समय मिला है। हमें मेमो ऑफ अमेंडमेंट या पुनः नई प्रार्थना लगानी पड़ सकती है। फ़िलहाल हमने कैट के आदेशानुसार सभी पक्षों को पुनः अपना 'प्रतिवेदन' भेज दिया है और जवाब का इंतज़ार कर रहे हैं.

दोस्तों, दिल्ली के हम सभी शिक्षकों का ट्रांसपोर्ट एलाउएन्स सन् 2001 से मानव संसाधन विकास मंत्रालय के पत्र संख्या F5-29/2001-UT-1 dated 28th December 2001 के कारण गर्मी की छुट्टियों (vacation) को अवकाश (leave) मानने के कारण बंद है। हमारा मुख्य विरोध इसी पत्र की गलत व्याख्या से है। लेकिन यह कितने शर्म की बात है कि तत्कालीन शिक्षक संघों ने इस तुगलकी फ़रमान को चुपचाप सह लिया। कम से कम कुछ धरने प्रदर्शन तो होने ही चाहिए थे। हमें अपने 'जिन्दा' रहने का सबूत भी देते रहना चाहिए। चुपचाप जमीन पर मुर्दों की तरह लेट जाने पर तो 'कौवे' भी चोंच मारने लगेंगे।
आप सभी दोस्त धन्यवाद के पात्र हैं कि इस नए संगठन डेल्टा को आप सभी ने तन, मन और धन, तीनों से सहयोग दिया है और हम आज आर्थिक रूप से आपकी लड़ाई को माननीय सुप्रीम कोर्ट तक लड़ने में सक्षम हैं। धन का रोना रोने वालों संगठनों के लिये आज डेल्टा एक उदाहरण है कि समाज के अच्छे काम के लिये लड़ने वालों को कभी पैसों की दिक्कत नहीं होती, उनके लिये भामाशाह की थैलियाँ खुल जाती हैं। आप सभी से अनुरोध है कि अपना नाम उस लिस्ट में जोड़ लें जो हम तैयार कर रहे हैं। एक वकालतनामा हमसे ले लें या डेल्टा की वेबसाइट से डाऊनलोड कर लें और साइन करके हमारे शाखा कार्यालय में जमा कर दें। आजकल कोर्ट में जिस तरह फैसले मिल रहे हैं,उससे हमें उम्मीद नहीं है कि इसके फैसले से पूरी दिल्ली के शिक्षकों को एक साथ फायदा हो जाएगा। हो सकता है कि शुरू में लिस्ट में शामिल लोगों को ही फायदा मिले।
'ये दुनिया है यहाँ कोई जगह ख़ाली नहीं रहती'
किसी के आने जाने से कभी कुछ कम नहीं होता...

But do our policy makers (Thinkers) have any sympathy with all those Government employees who are in the upper age group too who get many health problems due to extreme cold and fog in Delhi mixed with polluted air.
Do these people have courage to draft a single circular after coming out from their air-conditioned chambers .....

यह फैसला जो आज आया है, कम से कम दस दिन पहले आना चाहिए था।
दुर्गा पूजा की छुट्टियाँ बंद कर दीजिये। मगर दिल्ली में पूरे एक महीने की सर्दी की छुट्टियाँ कर दीजिये।
मगर सबसे पहले, एयर-कंडिशनर से बाहर निकल कर एक रात सो कर ठण्ड महसूस कर लीजिये।
आप बड़े लोग तो ठण्ड को भी करते हैं 'एन्जॉय' ...
हमें बुजुर्गों की चिंता रहती है कि बेचारे 'ये न जाएँ'....

भारत की सबसे बड़ी समस्या यही है कि हमारे नीति निर्माता, भारत भाग्य विधाता उसके लिये नीतियाँ नहीं बनाते जो समाज में सबसे निचले पायदान पर धकेला जा चुका है।

नववर्ष की ढेर सारी शुभकामनाएँ

चरमरा गया है ढांचा

दिल्ली में स्कूलों की संख्या बढ़ाने पर ध्यान नहीं दिया जा रहा। रोज नए मॉल जरूर बन रहे हैं, फाईव स्टार हॉस्पिटल तथा बार बन रहे हैं मगर सरकारी स्कूलों को न तो जमीन दी जा रही है और ना ये मुद्दा सरकार की प्राथमिकता में ही आता है।आज हर जगह पूंजीवाद की अंधी दौड़ हो रही है जिसमे अपने संस्कारों को बचा के रखना ही हमारी पहली चुनौती है। जिस भी देश, समाज ने सोने चांदी और शराब को शिक्षा और संस्कारों से ऊपर समझा उसको नष्ट होना पड़ता है। सोने चांदी से लंका बनती है और वहां केवल आसुरी संस्कृति पैदा होती है। हमें सोचना होगा कि हमें स्कूल चाहिए या सिनेमा हॉल। यूँ इस दिल्ली का भी अजीब हाल है....दोस्तों.... कभी बहादुर शाह जफ़र ने भी बड़े दर्द के साथ कहा था....

दो गज जमीं भी ना मिली कू-ए-यार में.....

हमारा प्रथम शोषक वर्ग प्रिंसिपलों का है

आज हम सरकारी स्कूलों के शिक्षकों को दुनिया कुछ भी कह ले मगर हम जिस तरह के घुटन भरे माहौल में काम करते हैं, वो हमारा दिल ही जानता है। हम सभी शिक्षक बुरे नहीं हैं, कामचोर नहीं हैं। हालांकि, हम सभी लोग दूध के धुले भी नहीं हैं। हम पर अत्यंत घिनौने आरोप भी लगते रहे हैं।


हमसे समाज उम्मीद तो बहुत कुछ करता है, मगर जब हमारा काम करना होता है तो सभी हमें दुखी करते है, हतोत्साहित करते हैं।
हमारा कोई भी काम हो, हर ऑफिस में अड़ंगा लगाना शुरू कर देंगे। क्लर्क बिरादरी से लेकर अफसर तक हमारा काम करने में घिन महसूस करते हैं?
इसका कारण भी स्पष्ट है, इनको हम घूस आसानी से नहीं देते।

हमारे अधिकतर प्रिंसिपल अच्छे हैं, बहुत ही अच्छे.....दिल से आदर देने के योग्य, मगर कुछ परले दर्जे के शरारती हैं और हमारा प्रथम शोषण कर्ता वर्ग ऐसे ही प्रिंसिपलों का है।

हमें इनको ठीक करना होगा, इनका दिमाग जमीन पर लाना होगा।

ये भ्रष्ट भी हैं और दिल्ली के स्कूलों में जिस तरह सर्व शिक्षा अभियान के पैसों को विद्यालय कल्याण समिति, बाला, टूर, युवा, कैल आदि के नाम पर इन लोगों ने लूटा है, उसकी सजा इनको मिलनी ही चाहिए। आज कम से कम चार लाख रूपये प्रतिवर्ष हर स्कूल को केवल इसलिए मिल रहे हैं कि ये पानी, बिजली, डेस्क, बाथरूम ठीक रख सकें।

इन पैसों को देना तुरंत बंद किया जाना चाहिए।ये केवल और केवल जनता के पैसों की डकैती है, लूट है।

ये महानुभाव बच्चों की स्कालरशिप तक के पैसे गटक जाते है। यूनिफार्म के पैसों को कैश देने के बदले स्वयं घटिया कपड़ों की शर्ट, पैंट बेचने और इसमें भी कमीशन मांगने में शर्म नहीं करते। पाकिस्तान के जरदारी साहब को 'मिस्टर टेन परसेंट' कहा जाता है। ये जनाब तो 'मिस्टर तीस परसेंट' हैं।

महिला के रूप में अगर कोई 'देवी जी' स्कूल के हेड की शोभा बढ़ा रही हों तो उनके साथ काम करने वाली महिला शिक्षिकाएं अधिकतर के लिये एक ही आदर्श शब्द का प्रयोग करती हैं.....पूरे आदर के साथ उनका नाम रखती हैं .... चुड़ैल.....
जरा सोचिये, आज सरकारी स्कूलों में काम करने वाली हमारी माताएं,बहनें, बहुएं और पत्नियाँ कितने मानसिक तनाव से गुजर रही हैं ?????

करोड़ों रूपये इनको सीधे देने के बाद भी इन स्कूलों की हालत क्या है?

जमीनी सच्चाई क्या है, नतीजा क्या है!!!

ये स्कूल ज्यों के त्यों हैं!!!!!

बार बार पंखों की मरम्मत के बिल लग जाते हैं, पंखे फिर भी नहीं चलते। पानी के नलके, पाइप बदल दिए जाते हैं, पीने का पानी नहीं होता। फिल्टर, वाटर कूलर, आर ओ लग जाते है, चलते नहीं। खिडकियों में कांच लगते नहीं, कागजों में टूट भी जाते है....हमने देखा है, जब दिल्ली की शीतलहरी में हमारी क्लास में बच्चे ठिठुरते हैं, अपने बैग खिडकियों पर टिका कर उसकी ओट में बचने की नाकाम कोशिश करते हैं।
इसे देखकर आँखों में आंसूं आ जाते हैं। अरे! कुछ तो शर्म करो जल्लादों!
खिडकियों के कांच, पंखों, ट्यूब लाईट, बल्ब, वायरिंग, स्विच, डेस्कों की मरम्मत, प्लास्टर, पाईप, नल, लाईब्रेरी की पुस्तकों, प्रयोगशाला के उपकरण के बिल बार बार लगते हैं, चूँकि बहाना होता है कि बच्चे तोड़ देते है।
उफ़!!! इस सिस्टम में दम घुटता है... पता नहीं किस जनम का पाप किया था कि सरकारी स्कूल में इन जोकों को खून पीते देखना पड़ता है।
ये प्रिंसिपल शिक्षकों की सर्विस बुक पूरी नहीं करते, कोई भी पेमेंट करनी हो, लटका के रखेंगे, कोई छुट्टी मंजूर करानी हो, इनके चक्कर काटो। परिक्रमा करते रहो। जब भी विभाग कोई रिपोर्ट मांगता है, आँख मूंदकर बार बार झूठी रिपोर्ट बना कर भेज देते हैं।

आगामी कॉमनवेल्थ गेम्स में अगर झूठे आंकड़ों का एक खेल भी रख दिया जाय तो ये स्वर्ण पदक ले मरेंगे।

ये हर उस आदेश के सर्कुलर छिपा कर रखने की कोशिश करते हैं, जिनसे हमारा भला होता हो।

हममें से ही कुछ 'भाई टाइप के लोग' इनके चमचे बन जाते हैं। घोटालों के बिल पर साइन करते हैं, मलाई की जूठन चाट कर भी गर्व महसूस करते हैं।

दोस्तों, हमें फिर भी इसी सिस्टम में जिन्दा रहना है। भाग कर कहाँ जाएँ।

"जंगल में साँप,
शहर में,
बसते हैं आदमी,
साँपों से बच के आए तो,
डसते हैं आदमी....

दोस्तों, सूचना का अधिकार हमारा ब्रह्मास्त्र है। सरकारी स्कूलों के भ्रष्टाचार को हमें ही दूर करना होगा। इसका इलाज भी हम कर सकते है, चूँकि हम जानते हैं, इस सिस्टम की नस-नस को। आप सूचना के अधिकार पर खूब प्रयोग करें, अगर कोई प्रिंसिपल आपकी "आर टी आई" नहीं लेता तो तुरंत हमें बताएं।
कर सवाल पर सवाल.... हर सवाल का जवाब भी सवाल हो... यही हमारा मूल मंत्र है.....
आप हमारे साथ लगे रहिये।
आने वाले वक्त में इनमें से बहुत से लोग सही जगह पहुँच जायेंगे....तिहाड़ में।
