हमने दिल से काम नहीं किया

इसके लिये हमने उस विद्यालय के शिक्षकों के साथ दिल्ली के अनेक विद्यालयों से हस्ताक्षर मंगवाए थे, जिन्हें मुख्यमंत्री एवं शिक्षा मंत्री को सौपना था।
मगर आप सभी ने इस दिशा में शुरुआती उत्साह दिखाया और समय बीतने के साथ आपका आक्रोश ठंडा पड़ता चल गया।
हमें उम्मीद से काफी कम हस्ताक्षर मिले और हमें खेद है कि हम आपके अपमान के विरुद्ध हस्ताक्षर जुटाने में कड़ी मेहनत नहीं कर सके।
हमारी रणनीति में कुछ कमी थी और कुछ अति उत्साह भी था।
हम अपने साथ दिल्ली के उतने संगठनों को भी नहीं जोड़ सके जितना हम सोच रहे थे।
कोई बात नहीं... हमने यह तो जाना कि जल्दीबाजी में उठाया गया कदम मजबूती से नहीं उठता.

We were called in meeting of CIC on Section 4 implementation

DELTA was called in a meeting held under aegis of Central Information Commission on 03/07/2011.
Our General Secretary Madan Mohan Tiwari and Vice President Nawab Singh atttended the meeting.
DELTA convey its heartiest gratitude to CIC for recognising and inviting us as a leading group working in the field of Education and RTI.
You all are requested to monitor all the decisions given by CIC in Education sector and write complaint to us or directly to the CIC if any violation of Section -4 of RTI is noticed.
The invitation letter :-
Dear Friend,
The Central Information Commission has been trying to usher in transparency in the functioning of Government authorities. It is our endeavor to put information which concerns the public at large in the public domain by directing public authorities to put such information on their websites. The Right to Information Act held out a great hope in the form of suo moto disclosures mandated by Section 4. This would increase the transparency and accountability, and is a requirement of Section 4 of the RTI Act. Even though the Commission has issued various orders for putting specific information which concern the public at large, however monitoring compliance of such orders is a big challenge and the Commission is unlikely to have adequate resources to do full justice to this job.
I am hopeful that civil society groups and individuals can assist the Commission in this endeavor by suggesting what kind of information should be disclosed by public authorities on a priority basis and also suggest the format in which the information would be most useful to the citizens.
The information already available on the websites has been possible through input and co-operations of the civil society. I would be happy to meet you to get inputs on how to increase transparency and publication of specific categories of information on government websites for the general public as well as monitoring the actual implementation of these orders. Kindly come with your suggestions and formats of the information you believe should be displayed suo moto by different Delhi Govt. depts.

We have decided recently to pay same 'Consultancy Fees' to qualified teachers also who knows rules, regulations very well and can serve, guide fellow teachers. We usually pay heavy consultancy charges to eminent lawyers to serve educationists but selective members were being benefitted by us. Now you can join the team of Consultants of DELTA if have interest in rules, regulations etc. We were not in a position to approve all persons as our members due to lack of 'Knowledgeful Human Resources'. Now some new qualified Educationists have joined our team. We are now in a position to clear all backlog provisional membership requests which were done upto December 2010. You can join by paying membership contribution/donation. Please 'write us ' to pay the contribution/ donation.

Our Delhi

इस चित्र को यहाँ दिखाने के पीछे केवल यही मंशा है कि उन सभी का ध्यान आकर्षित किया जाय जो किसी न किसी रूप में शिक्षा क्षेत्र से जुड़े हैं.... नीति निर्माता है।
नैतिक मूल्यों के विकास में स्कूल सिस्टम का अब कोई योगदान नहीं रह गया है। सदियों पुरानी भारतीय परिवार व्यवस्था, ब्रह्मचर्य पालन और नैतिक मूल्यों की बात करना अब मूर्खता हो गयी है, अपने गुरु, माता पिता, बड़े- बुजुर्गों को आदर देना, चर अचर जगत का सम्मान करना ... पिछड़ेपन का प्रतीक बन गया है।
यह चित्र हमें आगाह करता है कि हमारी शिक्षा पद्धति और स्कूल आज के बच्चों को किस दिशा में धकेल रहे हैं।
कितने दुःख की बात है कि हम पहले तो अपने बच्चों को 'एडवांस' और 'स्मार्ट' बनाने के लिये उनकी हरकतों को बढ़ावा देते हैं और जब यही नौजवान माता पिता और गुरुओं का अपमान करते हैं, हमारे हाथ से निकल जाते हैं तो हम इनको कोसने लगते हैं !!!
आज शिक्षा एक महंगा खेल बन कर रह गयी है, लाखों खर्च करने के बाद भी माता पिता बच्चों के कम या ज्यादा कमाने पर उतने दुखी नहीं हैं जितने उनके व्यवहार पर... यही कटु सत्य है।
क्या अब समय नहीं आ गया है कि हम अपने स्कूलों में होने वाले इन बचकानी हरकतों के बारे में कुछ सोचें जिन्हें हम बाल अधिकार और उनके माता पिता के धन बल के चलते ... कुछ कहना नहीं चाहते ??
केवल एक मशीन बन कर रह गए हैं ...आज के शिक्षक।
हम शिक्षा नहीं, ज्ञान नहीं, केवल गत्तों के डब्बों में , कार्टून्स में सूचनाएं भर रहे हैं।
रोक सको तो रोक लो ...यह तो बस एक झांकी है ....कल ऐसे छात्र हर जगह दिखेंगे और हम चुपचाप देखते रहेंगे...उसी ऑटो वाले की तरह जो जीवन यात्रा में केवल पेट के लिये इन यात्रियों को ढो रहा है।
हम क्लास में इनको कुछ नहीं बोलते... हमें झूठे मुकदमों में जेल जाना है क्या?
शिक्षा तंत्र को शिक्षाविदों के हवाले कीजिये, अपनी मिट्टी और मूल्यों को पहचानिए, नहीं तो कल केवल सर के बाल नोचने के सिवाय कुछ नहीं बचेगा।
ऐसा केवल पड़ोसी के बच्चों के साथ ही नहीं होगा, हमारे साथ भी होगा।

Speaking in favour of the centuries old traditions of Indian family system, the 'Brahmacharya' and emphasis on development of moral values in students like showing respect to parents, elders, teachers, all living and non-living things of the world, is outdated now.

We are with the Govt against Public School Management

The Hon'ble Education Minister Arvinder Singh Lovely had stated (published in Dainik Jagran dated 21/01/2011, Page number 5) that the Govt could initiate the process for cancellation of recognition and decide to takeover all those public schools which were denying admission to students from Economic Weaker Section (EWS).

We are welcoming the motto of the Govt in support of general public. This Association of Govt schoolteachers named as DELTA is in full support of the Govt and statement of the Hon’ble Education Minister too.
We are ready to work harder and co-operate Govt during any strike by these schools too.
These public schools are behaving like private schools and Govt should---
1. Withdraw their recognition,
2. Takeover these schools to run by itself,
3. Initiate process of penal action too.
There are many Public schools which are denying proper salary to its teachers according to recommendations of VI th Pay Commission and exploiting them too. Many public schools have not paid arrears of VI th pay Commission to its employees too. Management of these public schools is habitually violating norms and regulations, guidelines of recognitions.
The aim of Right to Education (RTE) Bill 2009 could not be achieved by such non-cooperative behaviour of management of most of the public schools, which is a stern necessity of Delhi with its day by day increasing population.
Our Suggestions to Govt are-----
- Govt should start undertaking these schools.
- Govt Should form VKS (Vidyalaya Kalyan Samiti) in these schools too.
- Govt should nominate its own 50% representatives in every Public school management.
- The representatives should be from the reputed educationists, NGO, RTI activists, Freedom Fighters, ex-army men, schoolteachers and officials of Govt schools.
- All public schools should be kept under strict vigil from the nearby Govt schools.
- The concept of neighborhood schooling should be implemented strictly.
